2 Purpose Main goal: Objectives:
Up-to-date the demographic, economic and social reality of the country. Objectives: Support goals and plans for socio-economic development at national and regional levels; Contribute in the process of democratisation and decentralisation in local level; Create a reliable system of current vital and population statistics based on surveys; Develop further the statistical system of the country in terms of capacity and institutional building.

Methodology : Eurostat and UN recommendations for the 2010 Round of PHC, + specific needs of Albanian data users Organisation and functioning base: Law No , “On some amendments and additions to the Law No. 8669, “On the general Census of Population and Housing” (as amended) Protection of data confidentiality: law No. 9180, , “On official statistics”, in accordance with article 15, “On Confidentiality”, law No “On the protection of personal data”, article 9.

5 Census date and Innovations
Time of enumeration: - started on the night of September 30, 2011 lasted one month in the field Innovations: - Use of digital maps organized in a Geographic Information System (GIS); - Use of advanced technologies for data capture - Intelligent Character Recognition (ICR); - Carried out a Post Enumeration Survey (PES) to evaluate census coverage, data quality for main variables.

7 Census information All the core topics as indicated in the CES Recommendations; The following non-core topics given the demand of statistics in the country: urban and rural areas, mode of transport to work, de facto marital status, number of live-born children, place of work and time usually worked, source of livelihood, school attendance, literacy, country of previous usual residence, reason for migration, mother tongue, ethnicity, religion, disability, extended family, single or shared occupancy, possession of amenities, use of cars, use of telephone and internet, availability of secondary and seasonal dwellings, type of sewage disposal system, main type of energy used for heating, electricity, air-conditioning, position of dwellings in the building, availability of lifts.

9 2011 Albanian PHC - organized in 7 phases:
Census Phases (1) 2011 Albanian PHC - organized in 7 phases: involvement of stakeholders for the selection of non-core topics, preparatory activities, enumeration, data processing, dissemination of the results, evaluation of the coverage, analysis of the results.

10 Census Phases (2) 2008 – implementation of a digital mapping infrastructure organized in a Geographic Information System (GIS), covering all the territory of Albania at building level. consultative process with census stakeholders to provide information and raise awareness on the census process and define the needs for non-core topics. questionnaire test and pilot census conducted in April 2010 to test the questionnaire and the main aspects of the 2011 full census operation. The analysis of the pilot results helped improving the questionnaires and the overall census preparation 2011 – Census operations

11 2011 census operations (1) Field operations - organized and monitored by : Management tool: plan and manage census materials and staff, support the reporting monitoring system based on SMS collecting daily numbers of households, dwellings and persons enumerated. Web-GIS application: used to monitor daily census coverage by EA. Field work staff: 11712 enumerators (one for each enumeration area in the country) 2330 controllers (one for every 5 enumerators) 128 supervisors (one for every 18 controllers) Staff in the field supported by : District coordinators - to manage field operations at district level Municipal commissions to organize fieldwork (select field staff) INSTAT headquarter and regional staff The monitoring process was also assisted by a group of international experts

12 2011 census operations (2) PES conducted on 16 - 30 November 2011
to evaluate census coverage and data quality for main variables. Preliminary results presented - on 21 December 2011, based on a first count of the enumerated individuals, households, dwellings and buildings from the Enumerator Summary Lists Processing of questionnaires – 4 December 2011 at the Data Processing Center of INSTAT with 120 PC and 7 optical scanners Data cleaning and imputation - software packages ADaMSoft and Concord-Scia to detect errors and correct inconsistencies at the level of raw census data A specific application for tabulation was developed with SAS statistical software package. Main results and analyses were presented in October 2012.

13 Dissemination (1) Available to users: results at the national and regional level Free of charge Hard copy publications Online at Instat website in Excel format Online at Instat website in pdf format Can be accessed by using the PC-AXIS software in non proprietary format (CSV, XLS)- this allow users to make custom tables according to their specific needs. Information graphics or infographics - graphic visual representations of information, data or knowledge intended to present information quickly and clearly 3% sample of the Census data, which can be accessed and analyzed in SPSS format
