EEA – Copenhagen June 2003 Legal basisfor energy and GHG emission reporting Legal basis for energy and GHG emission reporting The National Statistical Program (NSP) Annual review and approval plan has been approved and published in the Prime Minister Decree of 27 December 2001 (Published on G.U. n°1, )
EEA – Copenhagen June 2003 Legal basisfor energy and GHG emission reporting Legal basis for energy and GHG emission reporting The National Inventory System Italy has not yet established a legal procedure that assigns responsibilities and roles to the various institutes involved (APAT, Ministry of Production Activities, National Statistical Institute, ENEA, Ministry of Transportation)
EEA – Copenhagen June 2003 Legal basisfor energy and GHG emission reporting Legal basis for energy and GHG emission reporting GHG emission Technical Committee Ministries and local Authorities are involved in the Committee, with the aim to monitor the National action plan to reduce GHG emission by 2010 (Deliberation of adopted by the Inter-ministerial Committee for Economic Planning-Law 120/2002 ratified Kyoto Protocol )
EEA – Copenhagen June 2003 Main yearbooks reporting basic data for the GHG Inventory National energy balance Annual statistics on electricity production and consumption Energy and environment report (REA) including the CRF reference approach and the regional energy balances

EEA – Copenhagen June 2003 Timeliness and quality of energy data, consistency with GHG emission estimates In the last years the National energy balance (BEN) has been supplied late (draft version after 15 months) mainly as a consequence of the privatisation of the energy market Basic data needed to compile the BEN are supplied late and in a more aggregated format To compile the GHG inventory other energy data and additional information integrate BEN data (domestic and international bunkers, information on auto-production, minor fuel consumption of biomass)
EEA – Copenhagen June 2003 The energy harmonisation project coordinated by EUROSTAT Work in progress involving ENEA, Ministry of Production Activities, APAT IEA/EUROSTAT vs National Energy Balance and CO2 emission inventory Better knowledge of the National Energy Balance Increase in cooperation between institutes Identification of some critical points in international reporting of energy information: the aggregation of different fuels and different calorific values
EEA – Copenhagen June 2003 Problems managing Energy data Higher uncertainties: biomass data, derived fuel gases in iron and steel sector, auto- production In relation with the GHG inventory: inconsistency of time series (BEN), timeliness
