Workforce Programme to support Independent Adult Social Care Providers in Surrey 2018 - 2021 Adult Social Care Vision To promote people’s independence and wellbeing through personalised care and support and by working collaboratively with our partners to deliver better outcomes at less cost. This Programme of work will support ASC & PH priorities as outlined in our Strategic Narrative. These are: Partnership and integration Sustainable accommodation Communities and Prevention Technology and Innovation Our People Safeguarding adults Our aim is to work in partnership building and maintaining workforce: Capacity Competency Quality Our goals are to: Support the providers to attract, recruit and retain the right people Build a resilient, engaged and high performing workforce through Surrey Skills Academy offer Connect our programme to STPs to maximise joint opportunities Improve the image of social care careers Promote workforce development, improved competencies and skills through our Surrey Skills Academy offer Lead and participate in forums and networks to promote knowledge, skills, abilities and attributes needed by our care providers’ workforce now and in the future Involve our independent care providers in projects and initiatives that lead to improved outcomes for individuals Link commissioning activity and plans to workforce programme Support for providers to comply with Key Lines of Enquiry, relevant legislation and deliver high standards of care

Workforce Programme to support Independent Adult Social Care Providers in Surrey 2018 - 2021 Adult Social Care Workforce Issues and Challenges 28% turnover and 47% turnover of workers aged 18 to 20 8.6% vacancy rate = 2,850 unfilled positions 18% (5,965 jobs) of adult social care workforce has EU nationality and there might be Brexit implication Lack of technology to streamline the services Skills for Care data for Surrey (2017) Measures of success: Supporting overall delivery of Adult Social Care and Public Health strategic narrative Reduced vacancies and turnover to expand market capacity Wide range of providers are engaged and actively participating in all networks and Surrey Skills Academy offer High quality services delivered by competent workforce Our aim is to work in partnership building and maintaining workforce: Capacity Competency Quality Projects that will help us address the workforce issues and challenges: Recruitment and Retention Project with Surrey Care Association Promote careers and image of social care through the Career Navigator and Pre-employment Coordinator Increased engagement through STPs, Provider Forums, Career Progression Board Promote adult social care careers by raising profile in regional and national forums Annual Learning Needs Analysis to shape the Surrey Skills Academy offer Oversight of providers use of Surrey Skills Academy offer Lead the Workforce Development Fund Partnership to encourage uptake of accredited qualifications and apprenticeships with support from Skills for Care Lead the Registered Managers’ Networks across Surrey to improve leadership capabilities Community Skills project aims to offer individuals volunteering opportunities Introduction of toolkits and games to allow workforce development Work with STPs to improve quality and efficiency of services and develop new models of care Inform commissioners of workforce implications and benefits to create sustainable market Offer quality assurance support to providers
