Observations on Climate & Water: From the Consultancy Point of View Dr Richard Harpin Director – Water Scarcity Halcrow Group Ltd

Two Types of Expertise Experts who understand Climate Change Practicing Engineers These are the areas that I am going to talk about this evening What is being cined by some as the perect storm brewing around water scarcity The challenge that poses ploymakers and engineers alike The organisations that are trying to address the issues at a gobal level What Halcrow is doing in its own small way to contribute Why I believe that Australia is leading the way in a number of areas And finally a few personal thoughts on the way forward 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View

Experts Need Experts who understand: The basic climate change research Able to interpret climate change scenarios Provide the link between climate change research and the practicing engineer 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View

Practicing Engineers Understand how design codes and practices need to change for engineering solutions to include climate change Mostly work in climate change adaptation For example: Flood defence – sensitivity to 20% increase in peak flows Sustainable Urban Drainage Systems Water Cycle Studies 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View

Climate Change Adaptation - Planning Adaptive planning – the future is uncertain Requires an incremental approach – small steps so the plan can be adapted as uncertainties drop out Based on scenario approach 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View

UK Foresight Scenarios 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View

UK Foresight Scenarios World Markets: a world defined by an emphasis on private consumption and highly developed and integrated world trading systems Global Sustainability: a world in which social and ecological values are considered in economic decisions, and in which strong collective action through global institutions tackles environmental problems Local Stewardship: a world of highly devolved political structures where actions are decided on and implemented at the community and neighbourhood level. Conservation of natural resources is a key concern. Labour-intensive activities are preferred to capital-intensive ones in order to conserve fuel, provide work and boost local economies National Enterprise: A world in which people aspire to personal independence and material wealth within a nationally rooted cultural identity 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View

UK National Water Resources Plan Based on Foresight Scenarios Looked for Solutions that would encompass all four scenarios 07/12/2018 Dr Richard Harpin – Observations on Climate & Water: from the Consultancy Point of View
