Lack of legislation and incentives which supports utilization or introduction of new technologies and innovations that support preservation of the environment". This results in overlooking the need to develop skills that are needed to use new technologies hence widening skills gaps and limited employability of the population mostly the youth and women 
Example - building codes and standard in Zambia does not recognize installation of solar water geyser in design of the house.
