THE STREAMLINED AND CANADA COMMON FUNDING AGREEMENTS FUNDING MODEL OPTIONS November 2017

STREAMLINED AGREEMENT Adopted by two First Nations in Ontario for Fiscal Year (FY) 14/15 and two additional First Nations for FY 16/17 Plain language text is intended to simplify and eliminate complex terminology This change is not intended to reduce the reporting burden, although this may occur as a result of a more streamlined reporting and administrative process The Simplified Reporting Initiative will also be presented today and is aimed at addressing the reporting burden Currently there are 4 First Nations - Oneida Nation of the Thames and McDowell Lake in 2013 and Attawapiskat, Wasauksing in 16. Currently there are 11 First Nations (7 FN in Saskatchewan and 4 FN in Ontario already in Streamlined agreements).

STREAMLINED AGREEMENT (continued) No legalistic language (simplification of language used) No definitions Minimum cross references between clauses Standardized clauses Basic minimum requirements to comply with Treasury Board Secretariat Policy on Transfer Payments Language to allow for the use of the different funding approaches in one comprehensive agreement: Set, Fixed, Flexible, Block and Grant Flexibility to provide annual or multi-year funding Fewer pages than the current Funding Agreement for First Nations

STREAMLINED AGREEMENT (continued) The Streamlined model includes: 1) The main body 2) Annex 1 in 3 sections: 1A - Block Contribution funding 1B - Other Contribution funding 1C - Template - Project Description and Funding Conditions (1 per project funded). 3) Annex 2: schedule of payments and the list of reporting requirements and due dates that are generated by the information provided in the Grants & Contributions Information Management System (GCIMS) This slide shows that there are fewer Annexes to this new streamlined agreement.

STREAMLINED AGREEMENT HOW TO GET MORE INFORMATION Indigenous and Northern Affairs Canada (INAC) Funding Services Officers are available to discuss the streamlined agreement option in more detail with groups or individual First Nations 2018-2019 agreement models are expected to be available on December 15th

CANADA COMMON FUNDING AGREEMENT (CCFA) Introduced in FY 13/14 for low risk, common recipients, who were interested in a common agreement To date, eight First Nations in Ontario have adopted use of the CCFA The CCFA combined existing First Nations and Inuit Health Branch (Health Canada-FNIHB) and INAC agreement models to create one agreement with common terms and conditions and department-specific program schedules Across Canada Ontario is a front runner in early adoption of the CCFA agreement with Ontario FN holding 55% of the CCFA agreements. Big Island and Lac Seul in 2013, Northwest Angle #33, Seine River, Whitesand in 2014, Naicatchewenin, Shawanaga in 16 and Munsee-Delaware Nation in 17. Currently there are 14 First Nations (5 FN in Québec, 1 in Saskatchewan and 8 FN in Ontario already in CCFA agreements).

CANADA COMMON FUNDING AGREEMENT (continued) The CCFA is optional and entered into at the request of a First Nation The objective is to reduce the administrative burden by streamlining departmental policies, and avoiding long and detailed agreements Uses existing clauses wherever possible to minimize unnecessary adjustments Recipients receive one agreement signed by both INAC and HC-FNIHB Harmonized terms and conditions are found in the body of the agreement and fewer departmental specific conditions are identified in the Schedules
