3 History 8/23/2013 Established in FY 2002 to support capital investments in projects that address critical community issues Goals: Develop an increased capacity in Wake County for partnerships between public, nonprofit, and for-profit sectors. Address critical countywide needs in a way that is financially sustainable and effective Encourage sustainable financial plans that address countywide problems

6 Project Criteria Section 4 and 5 of RFP discuss requirements and criteria Projects at a minimum must: Be a capital project Demonstrates a mix of funding sources (whether public, public/private, or public/private/not-for-profit) Relies on County funding for no more than 35 percent of total project funding (with a goal of having the County’s contribution less than 35 percent) The amount requested from the County shall be no more than $1 million. Describes an annual operating plan in detail and demonstrates a self-sufficient operating budget

7 Project Criteria Projects will also be evaluated on:
Provides a comprehensive analysis of an unmet need facing the countywide community. Provides an analysis of alternative strategies for addressing the problem and the recommended project plan. Researches or provides evidence that demonstrates a clear link between the project initiatives and the resolution of the countywide problem. Includes a mechanism to track and measure success. Clearly demonstrates a need for county capital investment for project success.

8 Project Criteria Provides a clear schedule for project implementation including site availability, funding commitments to include cash flow needs, specific cash flow needs from County Capital Projects fund, schedule of complimentary private and community investments. Demonstrates a historic track record or the Proposer’s ability to execute project. Demonstrates evidence of successful community partnerships and collaboration. Scope of impact on County residents – for example, number of residents served, geographic service area, targeted purpose.

Section 1.2.1: Community Capital Projects: “Projects at a minimum must meet the following criteria: 3. Relies on County funding for no more than 35 percent of total project funding (with a goal of having the County’s contribution less than 35 percent) 4. The amount requested from the County shall be no more than $1 million” Q: Can a project that is already requesting/receiving money from the County outside of the Community Capital process apply? Also, can a project that is awarded Community Capital funding request/receive additional funding from the County outside of this process? A: For the purposes of the FY 2018 Community Capital Process, if your agency has or will receive County funding for the specific Capital project you are submitting to the Community Capital Process, you can still apply, however the restrictions listed in items 3. and 4. of the minimum project requirements will apply. If your project is awarded funding from the FY Community Capital Process, your agency is still eligible to receive County funding outside of this process.

Section 4.0: Proposal Format: “Proposal Section Title Title Page Letter of Transmittal Table of Contents 1.0 Executive Summary 2.0 Scope of Project 3.0 Project Budget and Funding Sources 4.0 Project Timeline 5.0 Project Operating Plan 6.0 Estimates on Visitors 7.0 Organizational Information” Q: In the RFP packet, there are two required sections listed under Proposal Format on page 14, section "6.0 Estimates on Visitors" and "7.0 Organizational Information“. Is there any additional information we should be aware of regarding the Estimates on Visitors & Organization Information sections? Or, can you confirm that there are no specific instructions for these sections and we should submit in whatever way is most appropriate for our organization and project?  A: These two sections are no longer required and will not be evaluated within the FY 2018 Community Capital process. We have issued Addendum #1 and posted it to the County’s RFP website under the FY 2018 Community Capital Process heading for more information.

Section 1.3: Funding Available: “There is currently $340,000 available and the FY CIP allocates $500,000 each year in fiscal years 2019, 2020, 2021, and 2022 towards Community Capital projects. The FY 2018 Community Capital process will distribute $2.34 million and will obligate funds through FY The maximum amount an organization may receive for a Community Capital project will be $1 million.” Q: It is understood that there is $340,000 available ‘currently’ with another $500,000 available for the next 4 fiscal years. Are you all planning to distribute the $340,000 as part of this process?  If so, will that be distributed in FY 2018 or later? A: The FY 2018 Community Capital Process will be selecting applicants that will receive all of the $2.34 million that has been allocated to the process While there is only $340,000 available to distribute this current fiscal year and each future year will receive an additional $500,000 allocation, there is no planned fixed amount of distribution per year This process will determine what entities will receive all of the $2.34 million, and then on an individual basis determine the schedule of how all of the funding will be distributed out to the award recipients In the past the distributions have been spread out evenly, all at one time, after certain milestones have (or haven't) been met, etc. It all depends on the specifics of the project and the agreement that is reached with each entity.

14 Next Steps A copy of this presentation will be posted on the County’s web site where the RFP was posted. Questions and answers from today will also be posted online by November 6, 2017. All questions regarding preparing a response will be accepted until noon EST on November 24, 2017. RFP responses are due December 1, 2017 by 3:00 PM. See section 2.2 of the RFP for more information.
