1 THE STREAMLINED AND CANADA COMMON FUNDING AGREEMENTS
FUNDING MODEL OPTIONS OCTOBER 2016

2 STREAMLINED AGREEMENT
In April 2013, the Minister issued a statement to reiterate the Government’s “commitment to streamline funding agreements and reducing unneeded reporting by recipients...” The commitment to a “streamlined” agreement was met by making available both the plain language model for projects and the streamlined funding agreement for First Nations The use of plain language text is intended to simplify and eliminate the complex terminology found in contribution agreements. It is not intended to reduce the reporting burden, although, this may occur as a result of a more streamlined reporting and administrative process The Simplified Reporting Initiative will be presented this morning and is aimed at addressing the reporting burden

3 STREAMLINED AGREEMENT (continued)
No legalistic language (simplification of language used) No definitions Minimum cross references between clauses “one size fits all” clauses Basic minimum requirements to comply with TBS Policy on Transfer Payments Language to allow for the use of the different funding approaches in one comprehensive agreement (Set, Fixed, Flexible, Block and Grant) Flexibility to provide annual or multi-year funding Fewer pages than the current Funding Agreement model for First Nations
