Short-term Objectives: - improve flow of current funding from federal budgets to Métis Nation governments - gain meaningful input into federal budget consultation processes Long-term Objectives: - develop vision of fiscal relationship between Government of Canada and individual Governing Members following implementation of self-government agreements Proposed Workplan-October 24, 2018

7 Senior officials from Canada (ADM-level) and MNC and Governing Members
Federal senior officials could include: Crown-Indigenous Relations : from Treaties and Aboriginal Government sector and Policy and Strategic Direction Sector, Finance Canada: Federal-Provincial Relations and Social Policy Branch, Treasury Board Secretariat: Social and Cultural Sector, and Indigenous Services Canada: Chief Financial Officer Sector. Quarterly meetings To establish two working groups Joint Committee

8 Current/Interim Fiscal Relationship working group:
Discuss the current (i.e. non-self-government) fiscal relationship between Canada, MNC, and Governing Members with focus on: Current initiatives (programs, and other transfers from Departments to the MNC and Governing Members), Review of current funding arrangements to see how individual agreements can be more flexible, predictable and long-term, and Socio-economic gaps; including performance metrics and indicators. 9 Self-Government Fiscal Relationship working group
To examine Canada’s policies and experiences in self- government fiscal relationships with other Indigenous peoples and implications for self-governing Métis Governments. Topics could include: Current and emerging policies respecting the self- government fiscal relationship, The context of Métis Governments, Potential interactions between current funding arrangements and self-government fiscal arrangements, and Potential approaches to developing a self-government fiscal relationship between Canada and Governing Members.
