Kevin Mayne, Development Director MOVE Congress 2015 ECF gratefully acknowledges financial support from the European Commission. Advocacy What, why, how? Kevin Mayne, Development Director MOVE Congress 2015

About ECF 2020 Aims Cycling at least doubled to in Europe The rate of ‘cyclists killed or seriously injured’ decreased by 50% To achieve this Cycling in all policies Investment in cycling >10% of transport budgets Investment in recreational cycling and tourism Advocacy and promotion for cycling International advocacy, promotion Supporting national advocacy through member groups, partners, networks Demonstration projects, research, development of new approaches, promotion Organizing, attending and promoting events e.g. Velo-city, MOVE Week, Bike2work

Advocacy Advocacy is a political process by an individual or a large group which normally aims to influence public-policy and resource allocation decisions within political, economic, and social systems and institutions (http://en.wikipedia.org/wiki/Advocacy)

Public sector investment and policy Why? Private Sector Academic Medical Research Grass roots But when I started in the cycling sector I was confused. I really didn’t understand why the bicycle industry was giving donations to the users federation to do advocacy. But once I started talking to our colleagues in the industry like Accell, SRAM, Cycleurope and our trade federation CONEBI I realised that in cycling this is just a smarter way to spend money. Because what cycling needs more than anything is better places for people to ride. And to achieve that we have to have advocates at local, national and international level. Something industry is not set up to do. But we are fortunate that we had ready partners at the EU level with ECF and its members – As Kevin has shown they are experts in leveraging money and policy so that money gets spent on cycling, so it is obviously a great investment for us to support their work. Click to show billions And that remains our first CIC priority – a well funded and well supported advocacy programme by ECF
