2. Overall aim
The overall aim of the study was to support the Commission in elaborating its policy for the deployment of the trans-European backbone for public administrations
in view of the financial instrument "Connecting Europe Facility" (CEF) which had in its target list of projects for digital infrastructures a Trans-European backbone for public administrations.

3. The European Council's decision
…on the new financial perspectives of February 2013 drastically reduced the budget for the Digital Services Infrastructure (DSI) and allocated only 1 b€ instead of 9 b€.
Moreover, the "Trans-European backbone for public administrations" was no longer among the digital services to be financed.

4. (Re-)Focus of the study
- to investigate the current situation in the Member States concerning their plans for investments towards converged broadband networks
- to build awareness and develop action plans at national level that create synergies between public services and NRENs with the global aim of costs reduction and better services

Towards realising the 2020 vision of GÉANT as the European « communication commons »
From connectivity to advanced services e.g. in mobility and content access for users anywhere in the EU through federated architecture
Enable talent anywhere in the world to cooperate with their peers in Europe through interoperable services, as well as extend beyond the traditional researcher base into wider public services where appropriate
Innovate in communication technologies and services; e.g. testing innovative solutions with industry
adapting governance, aligning policy and ensuring availability of skills
