Introduction Throughout 2013 and 2014 Eurostat received several requests for data on the enlargement countries which specifically related to monitoring the impact of assistance programmes The current work on indicators rose from a wish to measure the impact of the assistance as well as the performance of the beneficiaries South-East Europe (SEE) 2020 Strategy– strategy and indicators South East Europe 2020 Strategy Monitoring

Monitoring framework 11 headline indicators with regional targets to measure overall objectives and the 5 growth pillars SEE Competitiveness Outlook by OECD Part of the aim is to comprehensively evaluate reform progress, economic development and competitiveness of the SEE economies and monitor the implementation of the SEE 2020 Strategy 17 policy dimensions cover the SEE2020 growth pillars A substantial number of qualitative and qualitative and quantitative policy indicators Quantitative indicators to be collected by OECD from international sources, national administrative data and statistical data

SEE 2020 and EU2020 indicators Challenge: Balance EU 2020 Strategy with specific characteristics for the region Coherence between the EU2020 and the SEE2020 indicators Replace five of the original eleven SEE2020 headline targets with EU2020 indicators Coherence with definitions of European Statistics, or indicators already being produced by the Member States Availability of statistical data in the enlargement countries

SEE2020 and EU2020 indicators Alignment with the EU2020 indicators contributes to creating synergies with the already existing demands for statistical data from the region Substantial monitoring framework: Large number of indicators, over diverse statistical areas Increased data collection for monitoring purposes There is a risk that the monitoring of the strategy could be to extensive Methodology and coherence

SEE2020 indicators – Task Force Main objectives: Review and revise existing regional headline targets and indicators Review the set of qualitative and quantitative indicators Assess monitoring framework The Regional Cooperation Council (RCC), OECD, DG NEAR, Eurostat and NSIs are represented Main outcomes of first meeting: Validation of indicators based on national data sources including alternative indicators proposed by Eurostat Draft monitoring guidelines to be presented
