The Common monitoring and evaluation framework (according to the programming period ): a general approach developed by the Commission and the Member States defining a limited number of common indicators relating to the baseline situation and the financial execution, outputs, results and impacts of the programme. Following the policy discussions, a new framework for the monitoring and evaluation of the CAP is being discussed.

Hierarchy of objectives in the CMEF : Baseline indicators : Rural Development Report Input indicators: refer to the budget Output indicators: measure activities directly realised within the programmes (i.e.: number of participants in a training) Result indicators: measure the direct and immediate effects of the intervention (i.e.: gross number of jobs created) Impact indicators: refer to the broad benefits of the programme (i.e.: increase in employment in rural areas).

Rural development report: statistical and economic information Its main objective is to provide, on a regular basis, a comprehensive set of information on EU rural development policy and rural areas, covering EU27. 2 types of information: Statistical and scientific information on the main features of rural areas Administrative information on the status of implementation of Rural Development Policy (monitoring of the measures and of the budget)

13 3- DG AGRI data needs (v) In the context of the CAP reform, some thematic areas might gain importance: Farm support mainly decoupled and subject to cross-compliance: Greening of the direct payments Rural development: greater emphasis on the environment, climate change and innovation → environmental data Improved food chain functioning → price monitoring data at different levels along the food supply chain Support rural vitality and employment: → socio-economic data, ideally at NUTS-3 level.

14 Provisional conclusions
Rural Development Policy will be further developed on the basis of comprehensive evaluations analysing the situation in rural areas and the impact of the policy. Programming regions, Member States and the European Commission have to rely on meaningful statistical data at an adequate geographical level (i.e.: in some countries Rural development programmes are implemented at regional level). DG AGRI supports to further improve data availability at NUTS III level for analytical and evaluation purposes to present the information following the definition of rural areas which has been elaborated and agreed between REGIO, AGRI and Eurostat.
