2 Smart growth Boosting the EU’s competitiveness by improving its performance in: • education (encouraging people to learn, study and update their skills); • research/innovation (creating new products/services that generate growth and jobs and help address social challenges); • digital society (using information and communication technologies).

3 Targets Combined public and private investment levels to reach 3% of the EU’s GDP along with better conditions for R&D and Innovation Better educational attainment – in particular: reducing school drop-out rates to below 10%; at least 40% of 30-34–year-olds with tertiary education.

4 Sustainable growth The purpose of the sustainable growth priority is to make Europe one of the world’s greenest economies and a more competitive low-carbon economy that makes efficient and sustainable use of resources. Sustainable growth also means protecting the environment, reducing emissions and preventing biodiversity loss. It also involves helping consumers make well-informed choices. Improving the business environment, in particular for SMEs, and helping consumers make well-informed choices, are also important.

5 Targets 1. reducing greenhouse gas emissions by 20% compared to 1990 levels by The EU is prepared to go further and achieve a 30% reduction if other developed countries make similar commitments and developing countries contribute based on their abilities, under a comprehensive global agreement 2. increasing the share of renewables in final energy consumption to 20% 3. moving towards a 20% increase in energy efficiency

6 Inclusive growth Inclusive growth in EU regions and cities means raising Europe’s employment rate and more and better jobs, especially for women, young people and older workers. It is about helping people of all ages anticipate and manage change through investment in skills & training. It aims to modernize labour markets and welfare systems. Lastly, it helps ensure that the benefits of growth reach all EU areas.

7 Targets 1. 75% employment rate for women and men aged by 2020– achieved by getting more people into work, especially women, young people, older and low-skilled people and legal migrants. 2. better educational attainment – in particular: reducing school drop-out rates to below 10%; at least 40% of 30-34–year-olds completing tertiary education (or equivalent); at least 20 million fewer people in or at risk of poverty and social exclusion.
