ECONOMIC COOPERATION ORGANISATION (ECO) ECO is an intergovernmental organisation involving seven ssian and three eurasian Nations It provides a platform to discuss ways to improve development and promote trade, investment opportunities, traffic and communication. ECO is an ad-hoc organisation under the UNITED NATIONS Charter.

ECONOMIC COOPERATION ORGANISATION (ECO) Introduction: to fully utilize its potentials for transit transport, the region has to address many obstacles Non- Physical Barriers Taxes & Tariffs: Road tax, Vehicle size/weight regulations/ Charges, Permits charges, costum duties, etc. Documentation: Transport and customs documentations Issues related to human resources, Physical Barriers Poor conditions of Road and railways Infrastructure Inefficient Border Infrastructure High number of points/ slow control process/ inefficient parking adjacentin Control points Limited warehouse and logistic centers

THE WHITE CARD SCHEME An important step toward facilitation of road transport Joint project between ECO and Islamic Development Bank The preparatory work started in 1995 After several meetings between ECO and the governmental delegations of the region in 2009 the text of the Interim White Card Scheme was approved

THE WHITE CARD SCHEME The original aim was (and is) to become as soon as possible member of the Green Card System (Interim System) Therefore it was decided to adjust the text of the scheme as far as possible to the principles of the Green Card System

THE WHITE CARD SCHEME The Function of the International Consultant to analyse the status of implementation of the MTPL Insurance to analyse the potentials for regional cooperation in the field of insurance to assess the possibilties for effective implementation of the White Card to take into account the experiences of other regional schemes (such as the Green Card) to propose constitutional rules and regulations to provide technical and operational advice on the enforcement of the scheme to come up with recommendations on possible role of ECO Reinsurance Companies to analyse the possibilities for cooperation with the Green Card System
