Targets for the SG 13 Caracas Meeting Working Party 4/13 Network Performance and Resource Management Topic Overview WP 4/13 Structure and Responsibilities Planned Meeting Schedule Key Technical Issues Expected Results

Planned WP 4/13 Caracas Meeting Schedule

Question 4/13 Broadband and IP Related Resource Management Issue -- AAL2 Resource Mgmt (D111, D112, D144) “Burstiness” of AAL2 connections strongly impacts link utilisation for a given delay quantile. For a fixed delay quantile, utilisation decreases with increasing burst size. “Shaping” can be used to control bursts, increase utilization Connection admission control must be based on AAL2 link characteristics (ALC) that describe traffic burstiness Expected Results -- New I.371 Text on AAL2 RM (Developed jointly with Q2/13) Q4/13 will also progress work on Draft Rec. Y.iptc (Traffic Control and Resource Management in IP-Based Networks)

Issue -- IP Packet Transfer QOS Parameters, Objectives Question 6/13 Performance of IP-Based Networks and the Emerging Global Information Infrastructure Issue -- IP Packet Transfer QOS Parameters, Objectives New parameter (e.g., SESIP) to specify packet loss clustering Metric(s) and objectives for IP packet delay variation (jitter) Delay specifications for long complex paths IP network Hypothetical Reference Paths, allocation rules Possible new Recommendation on QOS at the TCP layer Expected Result -- Stable Y.1541, Revision for Y.1540 IP/MM Workshop recommended Joint Meeting (SGs 13, 16, 12, 11) to harmonize QOS Classes

Question 7/13 B-ISDN/ATM Cell Transfer and Availability Performance Issue -- Rec. I.356 performance allocation models ATM/ADSL access links, ATM/IP Interworking (D138) Use of inter-operator (rather than country-based) network models (TD11) Expected Results: Proposed new performance models and allocation methods

Question 8/13 Transmission Error and Availability Performance Issue -- “G.optperf” allocation model (D101) Proposal: Change "international paths" to "multi- operator paths crossing international borders" Questions: Should fixed G.828 “terminating country” block allowance (17.5%) be allocated to “terminating domain”? Should the “routing factor” for the terminating domain be copied from G.828? How many intermediate domains should be assumed? (Proposal: 4) How allocate to intermediate domains? (Proposal: use block allowance and routing factor, satellite allocation from G.828) Likely Results: New HRP and allocation proposals

Question 9/13 Call Processing Performance Issue -- Draft Y.1530 QOS Classes Proposals Specify multiple call processing QOS classes for Hybrid IP networks to meet varying service requirements (D126) Implement International Emergency Preference Scheme (E.106) in Hybrid IP networks (D117) Expected Result: New call processing QOS class structure, including a default “best effort” class IEPS requirement could be documented by defining an “emergency priority” QOS class
