joint tucp/ffw project proposal --PHILIPPINES Promoting DECENT WORK by Intensifying the Campaign for Ratification of Con. 187 --Promotional Framework on Occupational Safety and Health (October 2011 – December 2012) joint tucp/ffw project proposal --PHILIPPINES

background and justification 18 priority ILO Conventions for action under the PDWCA 2008-2010. Among these are Con. 187 and related conventions: C184 Safety And Health In Agriculture, C155 Occupational Safety And Health, C129 Labor Inspection In Agriculture, C162 Safety In The Use Of Asbestos, And C81 Labor Inspection The PDWCA exhorts tripartite partners, to take necessary steps to achieve various levels or progress towards ratification of these identified priority conventions.

background and justification PDWCA assessment: “no substantial accomplishments as far as the priority conventions FOR RATIFICATION are concerned.” Accidents at work are continuously on the rise, reaching 270 million each year. There were altogether 2.38 million work-related deaths annually (ILO, 2008) 63 workers were killed and 51 workers were injured in 28 fatal workplace incidents in the Philippines in January – August 2011 (TUCP compilation of newspaper reports show.)

background and justification Actions on strengthening FoA, CB, and other workers’ rights are in place and on-going! Senseless workplace deaths, accidents, and illnesses are a common concern for both workers and employers. High impact on productivity and security of affected workers’ families. There is need for accelerated action and a dedicated organization/champion to take lead for each Convention or sets of Conventions if national Decent Work objectives are to be achieved.
