The UK’s Programme Experience gained in preparation of programme Published November 2000 Sets out how UK will deliver its Kyoto target and move towards its domestic goal.

Existing institutional arrangements DETR in lead, but close involvement of others Interdepartmental meeting of Ministers Convened departmental and interdepartmental groups Consulted all those who had an interest: consultation paper published October 1998 draft climate change programme published March 2000

Reporting information in National Communications 1st and 2nd National Communications also treated as UK programmes Have programme as basis for 3rd NC Will amend how we report policies to reflect new guidelines

Selection of policies and measures Include main policies in programme not mentioned in 2nd NC, updated as necessary Cover policies in Scotland, Wales and Northern Ireland Policies will mainly relate to those which reduce CO2 emissions, plus other key policies Will cover all policies, whatever stage of development

Structure of policies and measures Reported by gas in UK’s 2nd NC: can clarify action being taken to cut emissions of each gas but have duplication when reporting policies aimed at several emissions Reported by sector in programme: worked better, especially for reporting policies on CO2 but don’t forget cross-cutting policies Will report by sector in 3rd NC

Policy making process Will include details of policy context and main principals behind programme: focus on flexible, cost effective policies with other benefits takes a long term view balanced across sectors safeguards and enhances UK competitiveness Include update on progress with evaluation framework
