INTERNATIONAL PERMANENT SECRETARIAT How to work cross-border in South Baltic? Cultural diversity and communication Kristianstad, 24th November 2017 INTERNATIONAL PERMANENT SECRETARIAT

Lessons learnt when cooperating with international partners (intercultural understanding and country specifics in the South Baltic area). Communication - How to make use of transnational networks in the South Baltic area?

http://eurobalt.org/ 20 years of cross-border Highly diverse cooperation area Significant political and social changes Public diplomacy on local regional level Project-based cooperation in South Baltic Programme http://eurobalt.org/

Hofstede model of national cultures - 6-D Model© 1. POWER DISTANCE INDEX (PDI) degree to which the less powerful members of a society accept and expect that power is distributed unequally 2. INDIVIDUALISM VERSUS COLLECTIVISM (IDV) loosely-knit social framework vs tightly-knit framework in society 3. MASCULINITY VERSUS FEMININITY (MAS) achievement, heroism, assertiveness, and material rewards vs cooperation, modesty, caring for the weak and quality of life 4. UNCERTAINTY AVOIDANCE INDEX (UAI) degree to which the members of a society feel uncomfortable with uncertainty and ambiguity 5. LONG TERM ORIENTATION VERSUS SHORT TERM NORMATIVE ORIENTATION (LTO) society links with its own past while dealing with the challenges of the present and the future 6. INDULGENCE VERSUS RESTRAINT (IND) relatively free gratification of basic and natural human drives vs strict social norms

What does it look like in South Baltic? Poland is a hierarchical and masculine society “live in order to work” High preference for avowing uncertainty – rigid codes and believes, lack of tolerance, highly restrained by social norms, tendency to cynicism and pessimism DK and SE – coaching vs leading, employee autonomy, decentralization; keep the life/work balance and you make sure that all are included , consensus and people value equality, solidarity and quality in their working lives, no need a lot of structure and predictability, Danes tell you if you are in doubt or do not know something. It is ok to say “I do not know” willingness to realise their impulses and desires with regard to enjoying life and having fun positive attitude and have a tendency towards optimism

AMBER – ERB as Project Leader Activeness Makes Baltic Engagement Real To actively engage citizens in the debate on the future of Europe Overall objective: to enhance the European dimension, reinforcing its internal social, economic and political cohesion, its external image and visibility among the local citizens MALBORK 15-17.02.2018

Discussion What capacities, skills or knowledge are in your view the most important to properly kick-start or develop cross-border cooperation in the South Baltic Programme? What do you lack? What elements of the 4D communication strategy you think are the most relevant for your organisation when developing cross-border cooperation? How do you think pan-Baltic organisations or networks can be useful in the process of developing cross-border cooperation of your organisation?
