Tier 1 NTTF Recommendation 10 CFR 50.54(f) Staff request Phased approach NEI Guidance The staff utilized the following assumptions: • all units affected, • extended loss of all AC power, and • impeded access to the units The staff requested that licensees provide the following for staffing: Assess staff that would respond to this event How staff would move equipment Notification Methods to access the site Interim actions Implementation schedule Governing document to implement Regarding Communications: identify any enhancements that may be needed to ensure communications are maintained NEI developed guidance NEI 12-01 which has licensees provide a phased approach to the request for information 90-days to address interim actions, methods of access, notification October 31, 2012-Communications April 30, 2013 staffing 4 months prior to the second refueling outage staffing and communications to address any mitigating strategies (pumps, generators, hoses, etc) to keep the core, containment, and spent fuel pool cool. This is NTTF recommendation 4.2

Tier 2 NTTF Recommendations 9.3: Order licensees to do the following until rulemaking is complete: add guidance to emergency plans for performing multi-unit dose assessments; conduct periodic training and exercises for multi-unit and prolonged SBO scenarios; ensure that EP equipment and facilities are sufficient to deal with multi-unit and prolonged SBO scenarios The staff initially engaged the Commission to combine the Tier 2 EP items with the Tier 3 items in an Advanced Notice of Proposed Rulemaking (ANPR). The Commission disapproved the staff’s recommendation citing insufficient justification. The staff has recently reevaluated these Tier 2 EP items and believes with the exception of the multiunit dose assessment that the periodic training and exercises as well as the equipment and facilities can be achieved through the Tier 1 activities being undertaken to implement the mitigating strategies order (Order EA-12-049). These activities would be made generically applicable in the rulemaking for NTTF Recommendations 4, 8, and 9.1 and 9.2. The staff is waiting for input from NEI regarding Industries multiunit dose assessment capability to inform the staff’s recommendation to the Commission. The staff will issue an Order, 50.54(f), are recommend that no action is warranted until rulemaking due to the voluntary initiatives industry is undertaking.

Tier 3 NTTF Path Forward Initiate an Advanced Notice of Proposed Rulemaking (ANPR) Engage stakeholders Develop regulatory basis Issue rule These are the steps that would be taken if we went towards rulemaking. The staff submitted a paper to the Commission-SECY 12-0095 outlining its efforts. This would not start until FY 2014 at the earliest.

Additional Items Basis of Emergency Planning Zone Size Commission Paper identified the EPZ size as an additional item NRC received a Petition for Rulemaking in February 2012 Pre-staging of KI beyond 10 miles If the staff engages on the EPZ size, we would involve all stakeholders. Currently, this will be informed by a study of the dose from multiple plants to see the impact on response strategies known as the level 3 PRA. In addition, the staff is working to address a petition to expand the EPZ. It was put out for public comment, staff addressing comments and will make a recommendation on whether to proceed or deny. KI-long term study. We will continue to track the studies being conducted and the information obtain to determine whether any changes to our policies are needed.
