REDD+ FOR THE GUIANA SHIELD Technical Cooperation Project Session 4 CAPACITY BUILDING 11th December 2013 2nd Steering Committee, Macapá

Overview of Session 4 Introduction: Capacity building opportunities in the project Four channels: 1) Country Level Support, 2) Working Groups, 3) Training and Technology Transfer, 4) Intersessional Meetings Working Groups Presentation of the concept and process so far Validation of Terms of Reference Training and Technology Transfer Plans How these plans will be developed Discussion

Introduction: The role of capacity building The process of developing someone’s ability to do something and to sustain this ability in the long term Provide lasting tools Provide lasting skills Capacity building is a fundamental part of REDD+ for the Guiana Shield A goal/objective in itself A tool for reaching other goals/objectives of the project

Capacity building on different levels Improve the understanding of REDD+ Get access to and learn to use related methodologies and tools Individual level Institutional level Sub-national level Country level Regional level

Four channels for capacity building: Country/state level support ”à la carte” Working Group meetings 150 000 Euro 70 000 Euro Capacity building opportunities 30 % of project budget Intersessional meetings before SC Training and technology transfer 150 000 Euro 216k + 80k Euro

Objectives of each capacity building channel Country Level Support Working Groups Training and Technology Transfer Intersessional Meetings Reinforce capacities on specific technical topics; Answering countries’ needs in terms of punctual technical support on one of the three components. Regional technical platform for exchanges on forest cover monitoring, carbon stocks assessment and drivers of deforestation in the Guiana Shield, Build the capacity of targeted countries through good practices and lessons learnt sharing, as well as through outside experts intervention, Enable to identify needs in terms of capacity building and technology transfer, including in the perspective of developing a joined view and position on REDD+ and Land-Use Planning (creation of regional tools). Train staff of the organizations on technical capacities such as GIS, remote sensing analysis, database management, REDD+, etc. Transfer technologies based on availability and on countries’ needs. Discuss regional perspectives and tools for land-use planning and REDD+ decisions’ impacts assessment.

Training and Technology Transfer Intersessional Meetings Targeted audience Country Level Support Working Groups Training and Technology Transfer Intersessional Meetings Partner organizations in a general perspective. Project partners technical experts and managers. Partners staff based on the training sessions. Steering Committee members, decision makers. Formats Country Level Support Working Groups Training and Technology Transfer Intersessional Meetings Focal points’ work under ONFI experts’ supervision and with their backstopping support. Webinar, technical support mission from international ONFI experts and others, upon specific agreements made with the country. Webinar, call conferences, physical meetings with outside interventions to highlight some good practices and share experiences. Training sessions, as far as possible at the regional level, but more likely at national level, organized in the countries with some international experts. Physical meetings

Training and Technology Transfer Intersessional Meetings Outcomes / Results Country Level Support Working Groups Training and Technology Transfer Intersessional Meetings Countries achievements in terms of forest cover and carbon stocks assessment and monitoring, drivers of deforestation analysis and data collection, modelling future deforestation and impacts of REDD+ and land-use planning decisions. Capacities are improved; technical dialogue in the region is initiated. Needs in terms of capacity building and technology transfer are identified. Position papers on technical needs to develop a regional common understanding of REDD+ and Land-Use Planning MRV and decision making tools. Working Groups’ Reports associated with material used during the working group (presentations and others). Capacities are built and technologies are transferred. Material used for the capacity building sessions. Approval of regional tools for a common dialogue on REDD+ and Land-Use Planning. Position papers. Steering Committee Report and decisions made on the project itself.

Steering Committee Meetings and Intersessionals Frequency Country Level Support Working Groups Training Sessions Steering Committee Meetings and Intersessionals Upon specific agreements made with the different countries. 1 event per month (with at least 1 physical meeting every two months). To be decided based on the available budget and on the capacity and technology transfer plans. 2 per year Number of events Country Level Support Working Groups Training Sessions SCM & IM Upon specific agreements made with the different countries. 6 To be decided based on the available budget and on the capacity and technology transfer plans.
