PRESENTATION ON KALESHWARAM PROJECT

Preamble Profile of Godavari River: River Godavari is the biggest interstate river of Peninsular India traversing through Maharastra, Telangana and Andhra Pradesh. The Godavari basin lies in Maharastra, Madhya Pradesh, karnataka,Chattisgarh,Orissa,Telangana and Andhra Pradesh and it is divided into 12 sub basins i.e. G1 to G12.`

Existing projects in Telangana mostly lie in sub basin G4 , G5 G4: Manjira Sub Basin is lying in the states of Maharastra, Karnataka and Telangana. G5: Middle Godavari basin lies in the states of Mahasatra and Telangana G4 : Sub Basin: Singur,Nizam sagar,Ghanpur anicut are three important existing projects in this sub basin and not receiving the adequate inflows as planned and the situtation is likely to deteriorate further. G5: Sub Basin: Sriram sagar Project and the ongoing sripada sagar project(Yellampally) are the two major projects in G5 sub basin.

Sriram sagar project was contemplated with a storage capacity of 112 TMC to irrigate 9.80 lakh acres in stage-1 and 4.4 lakh acres under stage-2 with available yield at 75% dependability of 196 TMC. The present capacity is reduced to 80 TMC and yield dwindled down to 145 TMC that too received once in three years. The maximum ayacut irrigated in any year is hardly 5 lakh acres.

Due to construction of storage Dams, Barrages by Maharastra ,Telangana Projects lying in Manjira sub basin,Middle Godavari sub basin and in G1,G2,G3 sub basins (lying fully in Maharastra) are not receiving their planned utilisation and there is lot of deficiency for major projects like Singur,Nizamsagar and Sriram sagar projects.

It is evident that Telangana projects lying in G4,G5 basin are not receiving their planned utilization and there is lot of deficiency for all Major projects like Nijam sagar,SRSP,Sripada sagar,FFC of SRSP etc which requires importation of water to improve their efficiency.

G9 sub basin Pranahitha river is the largest tributary of Godavari which constitutes more than 33% of dependable yield to entire river godavari. Total Godavari contribution at 75% dependability is about 3200 TMC. The available yield @ 75% dependability as per GWDT award in the erstwhile Andhra Pradesh area including Telangana area is 1480TMC of which Telangana states share is 950TMC.

Diverting water from the available water resources to the projects suffering from inadequate yield is justifiable and should be the first priority of government to utilize the allocated share of 950TMC.

Genesis of the Pranahitha Chevella Scheme Senior Engineers of Telangana who are the corporate as well as national council members of Institution of Engineers (India) have taken the onus to formulate a scheme by name Pranahitha Chevella Lift irrigation to utilize 160TMC from pranahitha sub basin to augument the shortages and to create new ayacut in Telangana.

In formulating the proposal abundant precaution is taken to protect the interests of Andhra Region as far as existing, On-going and contemplated projects are concerned and also not to deviate the allocation made by Government to different projects.

After thorough deliberations with regard to availability of water and suitability of locations for lifting water , feasibility report has been prepared.

The eminent Engineers having rich and vast experience in Water Resources Development have suggested to make presentation of the feasibility report to the public representatives affiliated to all political parties and accordingly a Round Table Conference on ‘Godavari utilization for Development of Backward Areas of A.P” was organized on 25.02.2005 at the premises of Institution of Engineers giving open invitation to all. The present and former Hon’ble Ministers, MLAs of all major political parties of Telangana Region, Engineers from all Regions, Farmers and their representatives have attended the conference in which the proposals were presented.

A DPR has been presented to Hon’ble Chief Minister ,Major Irrigation Minister and Irrigation Secretary on 25.03.2005

Govt. of Andhra Pradesh have entrusted to WAPCO’s for preparation of DPR who in turn discussed on several occasion with institute of Engineers and obtained clarifications. Based on WAPCO’s report government accorded administrative approval to the scheme for Rs18,500 crores initially and also sanctioned the revised estimate for Rs38,500 Crores

Govt. Of Andhra Pradesh have lauded the efforts of Institution of Engineers(india) for conceiving the pranahitha Chevella scheme and communicated a letter of appreciation to the chairman the Institution of Engineers(India)

Formulation of Pranahitha Chevella Lift Scheme Due to geographical condition lift schemes are the only possible means to provide irrigation from the available water resources in Telangana State.

Generally stage lifting is limited to 100 M Generally stage lifting is limited to 100 M. Irrigation from each lift is proposed to the extent commandable area available and further lifts with less water and reduced power requirement will be adopted.

Accordingly the entire scheme has been divided into 7 links, consisting of 28 packages. Under link-1 of pranahitha it is divided into 1 to 5 packages and under link-2 from yellampally to Midmanair reservoir viz, packages 6 to 8. All the packages were tendered and let and to the agencies. Except barrage work all other package works are grounded during 2007-2008 & 2008-2009

K Central water commission/Hydrology(South)Directorate in Director R.K.Gupta Lr.No312 Dt:27.7.2009, the yield at 75% dependability has been estimated as 273.02 TMC and net yield @ 75 % dependability after accounting upstream utilizations and committed utilizations has been estimated as 236.5 TMC. With this the divertible water of 160TMC as assumed is possible at the original proposed location.

Both Andhra Pradesh & Maharashtra governments entered into an agreement in year May 2012 for constituting interstate board, standing committee and co-ordination committee. The basic parameter of fixing proposed FRL+152.00M at Tummidihatti Site not finalized before Telangana state was formed though the committee met several times.

HOW RE-ENGINEERING OF PRANAHITHA CHEVELLA SCHEME IS NECESSIATED During meeting with Hon’ble Chief Minister of Telangana & Maharastra , it was suggested to reduce the submergence area to the extent possible . At its present FRL of +152.00 the submergence area is 1850 acres patta land in Maharashtra but no village is getting submerged. After joint surveys and discussion, the Maharashtra Govt agreed to consider +148.00 M FRL @ Tummdihatti involving a submergence of 494 acres.

Further as per the hydrology studies by CWC from 1971-72 to 2011-12 the available yield at original site Tummidihatti is assessed as 165.38 TMC only. This was communicated by CWC vide Lr.No 6/266/2015-PA(S)/163 Dt04.03.2015. with this revised yield the divertible water would only be 120TMC against 160TMC required and proposed. In the earlier communication of net yield @75% dependability with which 160TMC can be diverted in Lr No 312 Dt:27.7.2009 by CWC, the utilisation data upto 1995 has been used and the utilisation beyond 1995 has been estimated as the average of 1991-95.

In view of the above it was necessicited to shift the location to main river of godavari near Medigadda(V) Mahadevpur(M) which is now renamed as “Kaleshwaram Lift Scheme “

The present kaleshwaram lift irrigation project is almost the same as that of Pranahitha Chevella scheme except certain modifications to suit to the interstate agreement reached between Telangana and Maharastra. CWC has also accepted the Kaleshwaram Project as old scheme i.e. Pranahitha- Chevella Scheme.

Modifications: To construct a barrage at tummidihatti site with FRL +148.00m to provide irrigation facilities to 2 lakh acres in Adilabad District. To construct a barrage on godvari river after confluence of pranahitha river near Medigadda(V) mahadevpur(M) Karimnagar distrcit with 2 TMC per day diversion. The water availability at this site was assessed about 300TMC at 75% dependability As the canal system cannot be taken up directly to Sripada sagar project(yellampally) due to presence of open cast mine,existing developed towns and habitations, it is proposed three barrages Medigadda , Annaram, and Sundilla on godavari to divert 2 TMC/day to sripada sagar project by reverse pumping system (I.e. from lower barrage to upper barrage) The storage capacity is proposed to be increased from 16.43TMC to 141TMC involving 20no’s of reservoirs located in different segments of the command.
