Effective noise control for European roads Steve Phillips, Secretary-General Noise in Europe, 24 April 2017

Who is CEDR? “CEDR is an organisation of European national road administrations that promotes Excellence in the Management of Roads” (CEDR Mission) CEDR Noise in Europe 2017

Some recent reports In progress In progress Summary noise report and recommendations in progress CEDR Noise in Europe 2017 www.cedr.eu

CEDR Innovation activities Bern 17.11.2018 CEDR Innovation activities CEDR Transnational Research Programme Research call 100% funded by NRAs since 2006 Multi-annual programme and dissemination Solve problems of NRAs Defined by Task Groups or individual NRAs 2012 programme - Integrating strategic noise management into the Operation and maintenance of national road networks Research coordinator at CEDR Office Dissemination, demonstration & deployment projects (incl. TRA conference) CEDR Noise in Europe 2017 cocodrillotour

Official CEDR position (2013) Overview of situation and series of recommendations Advice for NRAs Need to work with other stakeholders Research needs CEDR Noise in Europe 2017

CEDR objectives “NRAs face many challenges to provide the necessary sustainable and efficient road networks required to satisfy the mobility needs of its many users. Among these challenges is the need to reduce a range of environmental impacts associated with operating and maintaining such networks, including the requirement of EU and national legislation to monitor and minimise the impacts of road traffic noise. “ (CEDR 2013) Reduce the noise impacts of road traffic Minimise nuisance and adverse effects on neighbours Maximise the cost-effectiveness of measures without affecting other important factors Comply with EU and national legislation Try to ensure that these help achieve the objectives of the first point cost effectively. CEDR Noise in Europe 2017

2013 END CEDR recommendations To minimise costs of EU noise mapping aim to ensure a simplified approach is adopted. The introduction of noise bands lower than 55 dB Lden and 45 dB Lnight will only add additional uncertainty and inaccuracy. Work with other noise mapping bodies across (rail, industry, cities etc.) to ensure cost sharing and access to relevant datasets. CEDR to make the costs of END available to European stakeholders Consider integrating the content of noise action plans into respective planning process or asset management programmes. Liaise with parties such as the vehicle and tyre manufacturers to formulate a combination of measures. For mitigating noise close to major roads, exploit low-noise pavements as a first option (most cost-effective). This can be used in combination with other measures such as traffic management. CEDR Noise in Europe 2017

Latest CEDR activities Noise group work on pavements, barriers and cost-effectiveness. Through our MoU with EIM, inclusion of railway infrastructure expertise in activities Reports for infrastructure managers Cooperation with ACEA on Connected and Automated Driving Demonstration projects on noise control Preparation for noise research programme in 2018. CEDR Noise in Europe 2017

CEDR Road Noise Research recommendations The top five thematic domains meeting Member Countries interest are; Rolling noise Advanced noise reduction technologies between source and receivers Improved regulations related to noise emission (including test methods) and noise control management Traffic management Improved or new socio-economic instruments to promote efficient noise abatement CEDR Noise in Europe 2017

Possible next steps Robust criteria for public procurement and asset management (low-noise surfaces, noise barriers etc) Evaluate traffic management measures including new vehicle technologies (including cooperation with automotive industry). Improve understanding of noise nuisance. CEDR Noise in Europe 2017
