7 Proposed actions: Security
Secure Information Infrastructure: cyber security task force (CSTF) - mid 2003 supported by Member States and Industry center of competence on security issues ‘culture of security’ (end 2005) develop best practice and standards report on progress issued end 2003 secure communications between public services

8 Benchmarking & Good Practices
list of indicators and methodology (end 02) evaluation e-Europe 2002 action plan (early 2003) Good practices: identification and selection of good practice worldwide production of templates or guidelines dissemination in the EU and candidate countries through conferences, workshops, support networks and a website

9 Co-ordination and Finance
e-Europe steering group: co-ordination and monitoring e-policies at European and national level: monitor progress and exchange experiences bring in the private sector and make early participation of candidate countries possible Composed of representatives of: Member States and candidate countries, European Parliament, where necessary, private sector and consumers.

Financing through existing European programmes such as: Structural funds e-Ten (TEN-Telecom re launched) IDA (Interchange of Data between Administrations) Information Society Technologies e-Content MODINIS

11 Government back office reorganisation
for better electronic public services Map and demonstrate the interrelations between the front-office and back-office, the administration and the services provided Contract awarded to Danish Technological Institute

12 Objectives show how this relation operates and can be improved
focus the impact the re-organisation of back-offices has on improving front-office services in depth study of 200 European good practice selected from different service areas and government types and levels good practices identified will be benchmarked, described and disseminated

13 Methodological approach
Cases examination in terms of how well they perform in the front-office, i.e. in relation to their benefits for users (citizens and business) and for administrations Definition of ‘success criteria’ Analysis of how the good practice is achieved at four levels of integration and five types of integration in the ‘back-office’
