Passenger Mobility Statistics 28 April 2016 Task Force on Passenger Mobility Statistics 28 April 2016 Item 2 of the agenda Actions since the last passenger mobility Task Force Eurostat Unit E3 - Transport Emilia-Maria.ISCRU@ec.europa.eu Nikolaos.ROUBANIS@ec.europa.eu

Structure of the presentation The project Objectives The Eurostat actions The current draft guidelines Next steps and the work for the Task Force

Project objectives No regular and harmonised collection for passenger mobility statistics yet Pkm data for a coherent European transport policy are needed Objectives of the project: Establish guidelines for harmonised passenger mobility surveys Develop EU policy relevant indicators on passenger mobility Finance with grants pilot surveys to collect the established indicators Provide to DG MOVE harmonised passenger mobility data relevant to EU/White paper policies

Project support The project was supported by an external contractor for the period 2014-2015 For 2016 a new contractor (DTU) will support the work of the passenger mobility project, with 2 main tasks: To support the further development of the Guidelines on Passenger Mobility Statistics and the work of the TF To provide methodological assistance to MSs wishing to implement Eurostat guidelines/recommendations carrying out surveys based on Eurostat grants

Main actions since last TF meeting Following last year's TF meeting, updated Eurostat guidelines were produced and used as the reference for the 2015 call for grants. The main changes to the guidelines were also presented to the CGST meeting in 2015. This version is currently referenced in the 2016 call for grants Eurostat is currently working with the DTU to identify further improvements for the Guidelines. The most important issues that require further clarification of change will be discussed later on today.

Framework of Task Force actions The aim of the Eurostat guidelines is to provide a basis for the production of harmonised passenger mobility surveys Eurostat Grants are foreseen to support MS in applying a common methodology for producing comparable statistics keeping the cost for national authorities to a minimum To ensure comparability of results in subsequent grant actions changes to the Eurostat guidelines need to be limited Main methodological concepts need to remain unchanged Feedback from the 2015 grants actions is also needed for the improvement of the current Guidelines.

Framework of Task Force actions In 2016 some minor changes to the guidelines were proposed by the new contractor aiming to provide a more clear and better structured content The Task will be consulted on the most important changes on terminology and definitions An updated version of the guidelines will be produced in May that will be used, as foreseen, as the reference for the 2016 grants

Next steps Member States that have already/will undertake grants will be invited to share their experience in implementing the guidelines with the Task Force or other Eurostat Working Groups Three proposals financed last year and work in progress will be presented today Final results of the 2015 grants are expected early in 2017 A publication of results is foreseen at the end of the action
