3 1. History The 2011 DGINS Wiesbaden's Memorandum stressed «the need for better information from time use and household budgets in terms of coverage and comparability »

4 The need was confirmed:
to explore and implement new possibilities for improved responsiveness to user needs to better link the data collection with other data sources for more efficient data collection for Member States, taking into account new technological developments for both surveys

5 To find solutions to : Lower the burden of the surveys' data collection on respondents in Member States Increase the subsequent low and/or decreasing response rates Lower the burden for NSIs on completing the surveys

6 Resulting in more attractive ways
of collecting the data for HBS by using: use of shop cards credit cards scanning of receipts use of smartapps to register data other forms of access to big data

7 Current instruments to work towards these goals put in place:
Task Forces defined and adopted; currently running until end 2018 Eurostat internal Business Case for modernisation of HBS and TUS; presented to Eurostat senior management Specific contract set up focus on supporting the work on modernisation which includes the Task Forces.

8 Further instruments which might become activated:
Grants for the development and maintenance of tools: support for system owners (which can be in the MSs) For tools for which Eurostat would take responsibility cooperation with the Eurostat IT solutions unit Grants for the implementation of such tools in MSs Cooperation with other ESS Task Forces like TF Big Data Registration of ESS tools for HBS (and TUS) data collection in the CSPA service catalogue

9 2. Global planning Two phases have been defined:
Phase 1: now – until the end of 2019 Phase 2: 2020 – until the end of 2024

10 Phase 1 Period Deliverables/Results Inventory of tools and sources, containing description of existing solutions and ongoing projects for data collection in MS. Furthermore, an indication of future more harmonised solutions should be registered. First description/prototype of an innovative tool for data collection. Assessment of future data needs for data collected in both survey, starting with the 2020 HBS and TUS rounds (but focus is on 2025), including inputs for updating guidelines and methodological documents. 2019 First version of a tool supporting Member States with survey data collection

11 Phase 2 Period Deliverables/Results Full implementation in Member States of tools and data sources to be used to complete the surveys in a modern and attractive way for respondents. A detailed list of deliverables will become available by the end of 2018 as TF output.

15 Main tasks defined Tools and Sources Inventory Support the Task Forces with identification of suitable tools and data sources for data collection: using CSPA templates to harmonise description of tools Develop an inventory containing descriptions of tools and data sources incl. their relationship with HBS and TUS

Main tasks defined Methodological work Participate in methodological work in the Task Forces Examples: describe in detail improvements proposed by the task forces: possible impact on variables, standardising future data collection, impact on ESS production process for social stats Prototype specification Work on a prototype specification for modernised data collection for variables in the current surveys, using as input results of work carried out by the Task Forces Create definition and specification of the business needs resulting form the task forces Task Forces support Demonstrations, presentations Contributions: participate in discussions on different platforms

17 Organisation and planning
Eurostat provides budget and carries out the project management Start: November End: December 2018 Preparation of inputs for task force meetings Contacts with Task force members ( , phone, video conference, collaboration platforms) to support on going work in the TF
