The Oil Pollution Act of 1990 (OPA) Domestic act signed by President George W. Bush By: Jacob Li, Period 6

History The Oil Pollution act of 1990 was enacted in response to the Exxon Valdez oil spill in 1989 when 11 million gallons of crude oil spilled into the water of Prince William Sound. This large scale oil spill revealed that the US lacked resources and federal funds to respond to spills.

Functions of the OPA Enforce specific operating procedures Define responsible parties and financial liability Implement procedures for measuring damages Establish a fund for damages, cleanup, and removal costs

EPA’s Funding for the Act A trust fund financed by a tax on oil was made available to clean up spills when the party that is responsible becomes incapable or unwilling to do so.
