2 Oil Pollution Act The law stated that companies must have a "plan to prevent spills that may occur" and have a "detailed containment and cleanup plan" for oil spills. OPA requires that all new foreign and domestic tankers over 5,000 gross tons docking in U.S. ports and transporting oil have double hulls

3 Oil Pollution Act The act has greatly helped that EPA in oil regulation Federal government is required to direct all public and private response efforts for certain types of spill events must develop detailed, location specific Area Contingency Plans Owners or operators of vessels and certain facilities that pose a threat to the environment must prepare their own Facility Response Plans.
