Basic information Question Region’s status/response When last has your Region carried out a strategic planning exercise? -2012 for five years: 2013-2017 - The new CREFIAF Strategic Plan for 2018-2022 is currently being elaborated To what extent have you used the INTOSAI Framework for Regional Professionalism and IDI Guidance on Strategic Management in INTOSAI Regions to guide your strategic planning and to create maximum value for your member SAIs? -we nominated a Task Force to write a first draft of our strategic plan -Consultation with Technical and Financial Partners will be done in November ,on the sidel-ine of the 16th annual meting of CRRI -collecting SAI input and comments

Region’s Strategic Priorities/Objectives 2013-2017 Strategic objective n°1: Promote role and independence of CREFIAF SAIs Strategic objective n°2: Enhance CREFIAF SAIs professional capabilities Strategic objective n°3: Facilited sharing of information and communication between SAIs and their stakeholders Strategic objective n°4: enhance good governance within CREFIAF SAIs Strategic objective n°5: strengthen CREFIAF Secretariat

Region’s Strategic Priorities/Objectives 2018-2022 Strategic objective n°1: Support SAIs in strengthening their organisational and administrative independence Strategic objective n°2: Support SAIs in implementing the SAI strategic management framework Strategic objective n°3: Support SAIs in enhancing their professional capabilities Strategic objective n°4: CREFIAF complies with good governance principles and delivers services to the satisfaction of their member SAIs

Key mechanisms/initiatives to achieve CREFIAF priorities & objectives Strategic objective n°1: CREFIAF and its SAIs need to strengthen the lobbying towards different stakeholders; -IDI’s programme on communication between SAIs and their stakeholders Strategic objective n°2: Raise awareness of SAI top management regarding the benefits of strategic management and the use of mechanisms developed by CREFIAF -IDI’s programme on the independence of SAIs Strategic objective n°3: continuing the implementation of ISSAI within our SAIs through trainings and practical audits in compliance with ISSAI standards; standardisation of jurisdictional control and control of performance of finance law -CO-Water CREFIAF programme on the improvement and the monitoring of extractive industries Strategic objective n°4: elaborate new tools and put in place new mechanisms that can make CREFIAF to be more credible

What capacity have you created, or do you plan to create to achieve the region’s objectives? Have a pool of regional trainers/facilitators Developing guides and strategies to support SAI in their advocacy for greater independence; create a task force which will reflect on the standardisation of specific controls. e.g : jurisdictional control; Development of CREFIAF Funding strategy; enhance CREFIAF capacities on how to draft projects and activities

Conclusion Question Region’s advice & suggestions Is there any advice that you wish to ask of the other Regions and role players at the workshop (in terms of some of the challenges that you may be experiencing in carrying out strategic planning)? - Funding project related to capacity development have been slowed-down due to funding difficulties; -certification of public sector auditors remains a challenge to our sub-region; Do you have any suggestions for enhancements to the INTOSAI Framework of Regional Professionalism and/or the IDI Guidance on Strategic Management in INTOSAI Regions?
