IDI-INTOSAI Regions workshop Oslo 4-6 September 2017

2 Basic information Question Region’s status/response
When last has your Region carried out a strategic planning exercise? PASAI strategic plan : In SAIs strategic plan support : To what extent have you used the INTOSAI Framework for Regional Professionalism and IDI Guidance on Strategic Management in INTOSAI Regions to guide your strategic planning and to create maximum value for your member SAIs? No direct reference to these Guidance materials. However, the Region is delivering most of the services outlined in the regional framework.

3 Region’s Strategic Priorities/Objectives
Five Strategic Priorities (SP): SP1 – Strengthen SAI Independence SP2 – Advocacy to strengthen governance, transparency and accountability SP3 – High quality audits completed by Pacific SAIs on a timely basis SP4 – SAI capacity and capability enhanced SP5 – PASAI Secretariat capable of supporting Pacific SAIs

4 Key mechanisms/initiatives to achieve region’s priorities & objectives
SAI focused initiatives Technical and legal support to SAIs on their legislative reforms Developed Independence Resource kit Advocacy and engagement programs for SAIs stakeholders and Public Accounts Committee (PAC) Specific Technical support tailored to individual SAIs to update and improve the quality of WOG/FSG audits including the use of electronic working papers Regional focused initiatives Cooperative audits – performance and financial Encouraging south-south cooperation with a new program to begin in October 2017 over a period of 3 years (“Financial Audit Secondments Technical Support” FAST Program) for smallest SAIs – eg. Nauru SAI PMF assessments and peer review Training and workshops on PASAI tier trainings, communications, IPSAS, etc and partner with related regional bodies to deliver programs Secretariat focused initiatives Communication strategy developed and upgrade website and social media contacts Funding strategy developed and collaborations with development partners Established MER framework to monitor and report performance achievements against the strategic plan

5 What capacity have you created, or do you plan to create to achieve region’s objectives?
SAIs staff capacity increased through technical workshops and trainings SAIs increasing confidence in advocacy and engagement with stakeholders Capability of SAIs improved through technical support SAI PMF support (PASAI & IDI) means SAIs have evidence based assessment to build prioritised Strategic Plans focused on the areas with the most need have clear information to use for funding assistance bids to development agencies and PASAI is better able to target programmes Twinning arrangements where operating effectively are increasing capacity and achieving change PASAI manuals and guidelines support SAIs in developing their own PASAI website accessible for SAIs with up-to-date regional/global information and resources PASAI structure completed with capable staff to support SAIs and implement PASAI Strategic Plan

Is there any advice that you wish to ask of the other Regions and role players at the workshop (in terms of some of the challenges that you may be experiencing in carrying out strategic planning)? How do you use MER framework effectively to monitor, evaluate and monitor PASAI works? Do you have any suggestions for enhancements to the INTOSAI Framework of Regional Professionalism and/or the IDI Guidance on Strategic Management in INTOSAI Regions? Support/arrangements for region-region programs? Raise awareness of IDI Guidance on Strategic Management
