The aim of this work is the study of scientific-methodological foundations for the mechanism of the influence of labour migration on economies of countries and development of recommendations for improving the effectiveness of policy instruments regulating international labour migration in Ukraine. According to a particular goal, the following tasks are set and solved: to consider the theoretical aspects of international labour migration to examine the nature and structure of the international labour market; identify the theoretical foundations of the positive and negative aspects of labor migration of Ukraine; to consider the protectionist policy of the state and its relationship with migration processes; identify the causes and economic effects of international migration of labor resources of Ukraine; make a comparison of migration policy of Ukraine with the EU; to determine the policy of Ukraine in the sphere of regulation of migration processes in Ukraine; determining the directions of improvement of migration policy and development of the international labor migration in Ukraine; identify prospects and forecasts of Ukraine in the modern international migration flows of labor resources.

The object of research is the process of labor migration of the labor force of Ukraine in the context of globalization of the world economy and modern trends in international economic relations. The subject of research is the methodological aspects of the impact of labor migration of the labor force of Ukraine on the economic development of the country. To solve the work tasks were carried out theoretical analysis of scientific literature, reports of international organizations in the field of economics, migration and demography. To achieve this goal the author used general-scientific and specific research methods.

International labour migration is the relocation of the working population from one States in others for job search period of more than one year, which can be caused, primarily, by the reasons of economic character. Apart from economic motives, the process of international labor migration is determined also by reasons of political, ethnic, cultural, familial and different nature. It can be noted the core countries (in percent), where are Ukrainian labour migrants (2016): Poland - 40.76%, Russian Federation - 17.81%, Hungary - 10.45%, Moldova - 7,41%, Belarus - 5.95%, Slovakia - 3,23%, Romania - 2,94%, Turkey - 2.31%, Egypt - 1.51%, Germany - 1,26%, UAE - 0,59%, Israel - 0,56 %, Italy - 0.5%, Austria - 0,46%, Greece - 0,46%, other countries - 3,84%.

Dynamics of migration processes in Ukraine (2002-2016) Labor migration is a socio-economic category with a rich, complex and contradictory content. In this regard, the issues of clarification of the theoretical foundations of the labour market, the nature and functional nature of the processes of migration and labor movement in Ukraine remain relevant. Changes in the number of emigrants and immigrants of Ukraine for the years 2002-2016 is shown in the next figure. Dynamics of migration processes in Ukraine (2002-2016)

Main sectors of employment of Ukrainian labor migrants (2017) As a result of the study, it is showed that labour migration from Ukraine is carried out in the following main areas: European Union countries, Russia, USA and Canada. Migrant-workers are more involved in the field of construction and in home care. It should be noted that long-term labour migration takes place in the age of 30-44 years, and it also occurs sufficiently large migration flows of young people.

Trends of intellectual migration from Ukraine for 2018 The equations obtained show the average value of the number of people who migrate. y = 7,7143 x + 59,429 - the average value of increase in the number of doctors of sciences who migrate is 7.7. y = 1.75 x + 8.7143 - the average value of the increase in the number of candidates of sciences who migrate is 1.75. The results of the forecasting show, however, that under unchanged economic, political, social and other conditions, during 2018, Ukraine will lose 136 candidates of science (an average of 7-8 people per year) and 26 doctors of science (an average of 2 people per year).

The situation of international labour migration in Ukraine reflects common and typical main reasons for most states, associated primarily with high levels of unemployment and low wages. Specific national characteristics of labour migrations in Ukraine is explained not only economic, but also political, both positive (the signing of the Association Agreement with the EU) and negative processes caused by the annexation of the Crimea, military events in the East of the country, at the same time intensify the motives of the population to migrate to other countries. The policy of returning of labour migrants to Ukraine can be effectively implemented only after the normalization of the situation in the state. A key element of the relevant measures should be the promotion of entrepreneurial activities of return migrants.
