What role can the EU Energy Poverty Observatory play in addressing European energy poverty? Dr Harriet Thomson

Why do we need an Observatory? EESC first called for an Observatory in 2013 Growing recognition and integration of energy poverty policy in the activities of EU institutions Extensive network of stakeholders active on the subject Lack of focused monitoring, reporting and understanding Support ambitions of the Clean Energy policy package

EU Energy Poverty Observatory (EPOV) Started December 2016 Financed by the European Commission Led by the University of Manchester, in partnership with five partners from across Europe Ecofys European Policy Centre Intrasoft International National Energy Action Wuppertal Institute

Broader consortium support Supporting organisations: Asociación de Ciencias Ambientales Alphéeis Centre for Renewable Energy Sources and Saving (CRES) Fundación Ecología y Desarrollo (ECODES) The Energy Action Project Energy Action Ireland Housing Europe International Advisory Board of ~100 experts from 25 countries Broader engagement with energy poverty stakeholders

Goals Improve transparency by bringing together the disparate sources of data and knowledge that exist across the EU Develop a user-friendly and open-access information resource Enable networking and facilitate knowledge sharing and co- production among Member States and relevant stakeholders Disseminate information and organise outreach work Provide technical assistance to the widest possible range of interested parties, based on a holistic approach
