Abuja Housing Show 18th July, 2018 Building Energy Efficiency in Nigeria Abuja Housing Show 18th July, 2018

Introduction to NESP Nigerian Energy Support Programme (NESP) is part of the Nigerian-German bilateral cooperation. NESP is a technical assistance renewable energy and energy efficiency Programme funded by the European Union and the German Government NESP is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with Federal Ministry of Power, Works and Housing. NESP I Duration: March, 2013 to October 2017 NESP II Duration: December, 2017 to November, 2020.

NESP I ACHIEVEMENTS IN ENERGY EFFICIENCY IN BUILDINGS NESP I aimed to improve the framework conditions for the application of, and investments in Renewable Energy (RE) and Energy Efficiency (EE). NESP I supported FMPWH in the development of RE & EE policies and action plans. NESP I supported training Institutions (e.g. NAPTIN) on capacity development & skills acquisition on RE and EE. NESP I collaborated with FMPWH on the development of the Building Energy Efficiency Guideline (BEEG) in 2016 and the Building Energy Efficiency Code (BEEC) in 2017

and NESP I ACHIEVEMENTS IN ENERGY EFFICIENCY IN BUILDINGS Baseline Studies (2014) Building Energy Efficiency Guideline in 2016 Technical Study on BEEC in 2017 and BEEC approved and launched in 2017

NESP II ON ENERGY EFFICIENCY IN BUILDINGS NESP II aims to enable and foster investments in a domestic market for Renewable Energy and Energy Efficiency. NESP II has ongoing awareness creation workshops on the BEEC with building associations, professionals and other relevant stakeholders in the building industry in Nigeria. NESP II aims to partner with state government on the adoption and implementation of the BEEC. NESP II aims to implement the BEEC in partnership with private developers in the design and construction of new energy efficient buildings. NESP II seeks to provide training and capacity building for national energy auditors to execute energy efficiency audits in public buildings.

NESP II – ENABLING ENVIRONMENT COMPONENT Implementation Energy Efficiency in Buildings Energy Efficiency in Industries Services RE and EE Standards development & testing Standards Support to associations Support to streamlined RE/EE equipment import process

WHAT IS BEEC? WHAT IS BEEC? The BEEC specifies the minimum energy requirements for the design and construction of buildings in order to achieve energy efficiency throughout the building’s lifespan.

Spaces used primarily for office work BEEC APPLICATION Group R-2 Apartment houses Vacation timeshare properties Group R-3 One or two family dwelling units Group R-4 Detached one or two family dwellings Spaces used primarily for office work OFFICE RESIDENCE

BEEC IMPLEMENTATION INCENTIVES BEEC ENERGY LABEL An Energy Label is a rating given to new buildings which have implemented the BEEC in their construction. The aim is to promote energy efficiency by visualising the amount of operational energy savings that a building has achieved by implementing the BEEC.

BEEC ENERGY LABEL REQUIREMENTS WINDOW – WALL RATIO LIGHTING ROOF INSULATION AIR-CONDITIONING RENEWABLE SYSTEMS

BEEC REQUIREMENTS AND ENERGY LABEL Rating (star) Intervention Minimum Specification 1 Window to wall ratio or shading 20% maximum or shading as per BEEC Calculator   2 Lighting - Residential Lighting -Office Maximum lighting power density 6 W/m² Maximum lighting power 8 W/m² 3 Roof insulation Minimum R-value 1.25m²K/W 4 Air conditioning minimum performance Minimum EER/COP 2.8 and Inverter COmpressor 5 On application only. This has intentionally been omitted to allow for future additions (tightening of standards), such as PV, high performance glass, solar water heating

BEEC IMPLEMENTATION INCENTIVES Building Energy Label Certificate of Use and Habitation

BEEC IMPLEMENTATION BENEFITS Building Operation Cost Savings (Lower electricity bill) Healthier Environment Reduced Carbon Emissions New Market Edge BEEC IMPLEMENTATION BENEFITS
