Objective: Promotion of RE and EE within the context of a sustainable energy strategy
GIZ employs approximately 17,000 staff members worldwide, more than 60% of whom are local personnel.
In addition there are 1,135 technical advisors, 750 integrated and 324 returning experts, 700 local experts in partner organisations, and 850 weltwärts volunteers.

36. Conclusion - Clients demand for research and consulting services
High importance (short term) for energy market analysis, techno-economic analysis, energy policy consulting services and RE-project related consultancy services
A part of these services will be offered by specialized private companies
Up to now demand is driven by international donors
But: A pluralistic discussion on sustainable energy future depends on demand from different public and private stakeholders! (TSOs, Ministries, NGOs, private players, industry association, Financial Institutions, International Donors)
And: Diversification of clients is an economic must
=> A sustainable concept of a future research and consulting institution needs to integrate the needs of local public and private stakeholders from the beginning!

37. How to setup a sustainable institution that meets the needs?
Today „local content“ is often reduced to offering access to data
Build up data pools!
Bring engineers, economists, policy analysts, legal experts, IT-experts… together to increase the value added in the region!
Need for local inter- and multidisciplinary knowhow
Public and private, international and national partners are very important for to assure the necessary knowledge-transfer and funding.
Importance of local private partners is crucial to have access to local data, to share experiences and to build up the specific profil. This will be an important competitive advantage of DISEM.
=> A sustainable concept of a future research and consulting institution needs to integrate the existing local capacities of public and private stakeholders from the beginning!
