Why collect the data ? To answer a broad range of questions Each country’s priority will be different Not required by the Commission, but can be provided voluntarily. TDW#3 participants acknowledged the importance of providing this data in the interest of national and regional stock assessments. WCPFC Standards for the provision of data.../CMM Recognition for artisanal fishers Contribution to studies on national food security and Climate Change Interactions with commercial tuna fishery FAO Country Statistics A lot of interest in this data..... With respect to obligations for the provision of data, the WCFPC Convention does not cover the Fisheries “…within territorial and archipelagic waters…”, and “…Traditional fishing activities, traditional artisanal fishers and ‘other commercial fisheries ’” are also not covered.   However, the Convention, certain Conservation and Management Measures (CMMs) and the guidelines for the provision of scientific data to the Commission indicate that data collected from the artisanal fisheries taken in archipelagic waters and territorial seas can be provided voluntarily to the Commission, in the interests of providing data to the Commission throughout the range of the stocks. Participants noted that it was beyond the scope of the workshop to consider the range and sensitivity of issues related to the provision of artisanal tuna fisheries data to the WCPFC. However, they acknowledged the importance of using these data in national and regional stock assessments for the purpose of managing artisanal fisheries and broader research and assessment of stocks in their range, including potential interactions between fisheries. CMM2006-01 footnote defines other commercial fisheries as handline, pole-and-line, purse seine N20N and S20S, troll & unclassified fisheries (CMM 2006-01 was enhanced and replaced by CMM 2008-10 in December 2008)

The ARTISANAL TUNA DATA COLLECTION PROGRAMME Is a vessel-based data collection programme for small-scale vessels that normally target tuna and tuna-like species. Vessel-based means the information is taken directly from the vessels at the point of unloading. Other data collection programmes collect data from households (HIES or Socio-economic survey), the fish market (market survey) or capture fishing not carried out from a vessel (creel survey) etc. Collected by Fisheries staff. Most countries agree that vessel-based data should be collected by Fisheries staff and not by fishers due to issues with falsified data etc. Where data is collected by fishers this should be done under supervision – i.e. the information checked at the point of unloading.

What data is required A count of the total number of fishing trips Catch and effort information recorded at the point of unloading Length Frequency data collected from 5-10% of unloading vessels Also helpful to have Vessel registration information FAD deployment information Vessel economic data (included on the logsheet form)

Uniquely identifying boats THE CHALLENGES Large number of boats (may be more than the industrial fleets..), multiple data collection points i.e. (multiple islands, multiple landing points), vessel activity count may be easy or very difficult to achieve. Are there enough data enumerators/ fishery officers available to achieve the goals of the programme? The desirable data coverage levels may not be achievable. If that is the case how can you set up sub-sampling? Uniquely identifying boats Have you considered a Vessel Registration Programme? Programme set up best done in conjunction with SPC. Output an agreed national artisanal sampling design document.

Data entry is now mostly possible through TUF-ART. DATA MANAGEMENT Same as the industrial fishery. Check, scan, enter, report, transfer data to SPC as a back up. TUF-ART is set up in the same way as TUFMAN, users will be comfortable and may like to help their artisanal colleagues. Currently MS Access back end, will move to SQL Server back end in 2013. Data entry is now mostly possible through TUF-ART. Reporting to be improved
