AERODROME CERTIFICATION TRAINING COURSE Gentlemen Thank you for taking the time from your busy schedules to participate in this three day COSCAP - SA aerodrome certification training course. You will all be aware of the ICAO requirements for aerodrome certification that will come into effect on 27 November 2003. It is a requirement that has been accepted to improve safety. The ICAO General Assembly at its 33rd session in 2001 adopted Resolution A-33-8 on “Continuation and expansion of the ICAO Universal Safety Oversight Audit Program” and the Assembly Resolved: that the ICAO Universal Safety Oversight Audit Program be expanded to Annex 11 – Air Traffic Services and Annex 14 – Aerodromes as of 2004. As such the ICAO USOAP shall review aerodrome certification action that has been taken by States; therefore knowledge of the certification process is of importance to officials of the CAAs and the aerodrome operators. The Steering Committee of COSCAP-SA at its 7th meeting in November 2000 decided that ‘in recognition of the improvements that were required for the introduction of training in Aerodrome standards and Certification and in consideration of the ICAO USOAP program, it asked COSCAP to assign a high priority to addressing the needs of the member States in the area of aerodrome certification’ ICAO COSCAP - SA May 2002

AERODROME CERTIFICATION TRAINING COURSE What you see today is the start of that effort by COSCAP-SA. This is the first of seven courses that will be conducted in all seven member States. For those of you not familiar with the COSCAP-SA program, let me briefly say that the Project is a co-operative agreement between the the States of Bangaldesh, Bhutan, India, Maldives, Pakistan and Sri Lanka executed by the ICAO under a Trust Fund Agreement, and aimed at enhancing the safety and efficiency of air transport in the Region by establishing a Regional Flight Safety Certification and Inspection Organisation. The COSCAP-SA is guided by the project Steering Committee comprising the DGCAs of the the Member States, Director TCB ICAO, The ICAO Regional Director and the Project CTA. The representatives of Donor Community and other organisations participating in the project funding are invited to the SC meetings which are held bi-annually. As part of its assistance to the Project the European Community kindly agreed to to fund the Aerodrome Certification courses and the recruitment of the aerodrome certification and safety training expert for a period of six months. Introduction The presenter for this seminar is: Capt. John Slaughter John will brief on Aerodrome Certification for regulators and aerodrome operators with the new ICAO certification requirements in mind. It is my pleasure to introduce Capt John Slaughter who will brief you on Basic Aerodrome Certification Requirements and Procedures for Regulators and Aerodrome Operators, with the new ICAO standard for certification in mind. Capt. John has a long exposure to aviation. He was trained as a commercial pilot and operated in-command on passenger and freight operations in Papua New Guinea from 1970 to 1973 when he was accepted into the Australian Department of Civil Aviation as an Aerodrome Inspector. He served in PNG and Australia as an an Aerodrome Inspector and Senior Aerodrome Inspector at many various locations until 1988, when he was promoted to Chief Airport Inspector. During the period of 1980 to 1983 Capt John served as Airport Director at several major Australian aerodromes. From 1991 until joining ICAO in April this year Capt John was the Civil Aviation Safety Authority Area Manager for General Aviation Operations based in Sydney, Australia. Capt John has been posted by ICAO previously, as from 1991 to 1994 he was Technical Co-ordinator and Aerodrome Expert advising the Government of the Sultanate of Oman and assisting the DGCA on aerodrome matters at Seeb International Airport at Muscat. In addition to his flying qualifications, Capt John has a diploma in Civil Engineering and a bachelor of business. I introduce, and commend to you, Capt. John Slaughter. ICAO COSCAP - SA May 2002
