3 3 COSCAP-OBJECTIVE Q Enhance the safety and efficiency of air transport through the establishment of a self-sustaining sub-regional entity providing technical services in safety oversight to the member States Q Initially the focus was on technical cooperation in the areas of Flight Operations and Airworthiness but this has been extended to Aerodromes and ATM

4 4 BASIC FEATURES OF A COSCAP PROJECT Q Guided by a Project Steering Committee, composed essentially of: QDGCAs of the participating States QICAO representatives QProject’s Chief Technical Adviser QRepresentatives of the funding partners QOther participating organizations Q Implemented by ICAO under its Technical Cooperation Programme Q Project funded by the participating States with contributions from donors

5 5 BASIC FEATURES OF A COSCAP PROJECT (cont) Q Regionally recruited inspectors and national inspectors trained by international experts Q Harmonization of basic aviation laws, regulations and procedures Q Other training provided to CAAs, service providers and air operators through courses and seminars Q Preparation and findings from USOAP programme addressed as required Q Regional Aviation Safety Teams (RAST) have been established under COSCAP mechanisms

6 6 COSCAP SOUTH AISA Q Co-operative Agreement Between States of Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka Q Programme Office Headquarters, established in Kathmandu, Nepal, February 1998 Q Programme has completed 5 years and now extended for another 5 years

7 7 COSCAP SOUTH AISA Q Staffing Q Regional Inspectors - Flight Operations and Airworthiness (with the programme five and four years respectively) Q CTA/Flight Operations – 5 years Q Airworthiness Expert – 2.3 years Q Flight Operations (CRM/SMS) – 7 months Q Aerodrome Expert – 6 months Q ATM Expert – 3 months

15 15 COSCAP SOUTH ASIA Q OJT (Audits and Inspections) are provided to States on request Q A total of 684 days of technical assistance has been provided Q South Asia Regional Aviation Safety Team (SARAST) is now a high priority activity Q Two meetings completed and 50 recommendations being implemented

16 16 COSCAP SOUTHEAST ASIA Q Co-operative Agreement Between States/Administrations of Cambodia, Hong Kong China, Macao China, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam Q Programme Headquarters, established in Bangkok, Thailand July 2001 Q Programme established for a period of five years Q CTA/Flight Operations – 2.5 years Q Airworthiness Expert – 1.5 years

17 17 COSCAP SOUTHEAST AISA Q Development of Regulations/Standards Q Air Law/Regulations have been developed for the States of Cambodia, Lao PDR, and Myanmar Q Considerable progress has been achieved in the harmonisations of procedures manuals QHarmonization of regulations remains an objective

18 18 COSCAP SOUTHEAST AISA Q Development of Inspector Manuals Q Generic Manual produced for all COSCAP programmes are adapted as required by Member States Q Flight Operations Inspector Manual and designated Check Pilot Manual are examples of manuals that have been adapted for use in many South East Asia States

19 19 COSCAP SOUTHEAST AISA Q Training Provided to States QTraining provided in the areas of Flight Operations, Airworthiness Inspection, MMEL/MEL, Auditing, ETOPS, Human Factors, ALAR, and Designated Check Pilot Q 47 programmes have been provided to 796 participants

20 20 COSCAP SOUTHEAST AISA Q South East Asia Regional Aviation Safety Team (SEARAST) QTwo meeting of the SEARAST have been completed to date Q Recommendations have been approved by the SC and are being implemented at this time

21 21 COSCAP NORTH ASIA Q Co-operative Agreement Between States of China P.R., Democratic People’s Republic of Korea, Mongolia, and Republic of Korea Q Programme Headquarters, established in Beijing, China, February 2003 Q Programme to be in place for 5 years

22 22 COSCAP NORTH ASIA Q Staffing Q CTA/Flight Operations – 11 months Q Airworthiness Expert – recently engaged Q Aerodrome Expert – 4 months Q ATM Expert – 6 weeks Q National Flight Operations and Airworthiness Inspector seconded to the programme from CAA China

23 23 COSCAP NORTH ASIA Q Development of Regulations/Standards QAt the 1 st SC Meeting it was decided to develop draft Foreign Air Operator Regulation and guidance material QDraft regulation approved at the 2 nd COSCAP-NA SC Meeting QTo be used as a basis for States to develop their regulation Q Harmonization process established

24 24 COSCAP NORTH ASIA Q Development of Inspector Manuals Q Generic Manual produced for all COSCAP programmes are adapted as required by Member States Q States have been advised of the Manuals available and are provided with assistance to adapt them as required

25 25 COSCAP NORTH ASIA Q Training Provided to States QTraining is provided based on the needs of Member States as follows: MMEL/MEL Workshop, Audit Refresher Course, RVSM Workshop, Aerodrome Certification Course, Advanced Inspector Training, Designated Check Pilot Course, Flight Operations Safety Seminar Q Total of 13 programmes have been provided to 311 participants Q OJT provided as requested by States

26 26 COSCAP NORTH ASIA Q North Asia Regional Aviation Safety Teams (NARAST) Q High Priority Activity of COSCAP-NA Q First Meeting is completed and 29 recommendations from NARAST have been approved by the Steering Committee Q Implementation of recommendations ongoing

27 27 CONCLUSION Q While the benefits of a regional co-operative approach have been clearly demonstrated, inter- programme co-operation will also provide benefits Q COSCAPs develop considerable material which is shared between programmes Q COSCAP experts and expertise are also shared between COSCAPs Q Donors support programmes where the benefits can be realised by maximum number of States

28 28 CONCLUSION Q COSCAP mechanism has proven to be cost- effective Q Harmonization of flight safety regulations and procedures is continuing Q Donor support and resource sharing permit COSCAPs to meet most of the training requirements of Member States/Administrations Q Availability of technical support for the implementation of SARPs

29 29 CONCLUSION Q The COSCAP has proven to be a viable, practical and efficient approach to enhance the safety and efficiency of air transport. It is being adopted increasingly in other regions
