2017 CAP Implementation Workshop World Meteorological Organization Perspective Components Capacity Building

World Meteorological Organization Perspective WMO to assist the NMHSs of its 191 Members to provide: warnings and information of high impact weather and extremes of climate to government authorities and disaster management to aid them in their decision-making processes to protect the lives, livelihoods and property of the citizens.

World Meteorological Organization 1994, WMO creates the Public Weather Service Delivery Div. Weather and Disaster Risk Reduction Services Dept. Develop capacity for Impact Based forecasts and Warning services; Establish and improve multiple channels of communication of Weather forecasts and warnings;

World Meteorological Organization Cont., Provide training on working with the Disaster Management community and stakeholders; Encourage the international exchange of forecasts and warnings. Develop capacity to provide warnings in the Common Alerting Protocol (CAP) WMO PWS/SDD w/c Tropical Cyclone Programme (TCP) and the Severe Weather Forecasting and Demonstration Project (SWFDP) of WMO.

2017 CAP Implementation Workshop Components Official Alerting Authority NMHSs or any other nationally authorized organization, registered in the Register of WMO Members Alerting Authorities established by WMO and ITU CAP allows the OAA to activate multiple warning systems with a single input. CAP Editor Designated by the Permanent Representatives of the WMO Members to maintain their register entries.

2017 CAP Implementation Workshop Benefits Provides support at the Strategic, Operational and Technical levels; (NMHSs in close relation to EMA, Civil Protection, Governmental entities, Fire Corps, Red Cross, ONGs, traditional and digital media, alerting intermediaries e.g. Google and other web-based aggregators, etc. ) Contributes to Public Alert dissemination; Contributes to Situational Awareness, Decision-Making and Planning; Improves societal resilience to all hazards (natural, high-impact weather, climate extremes)

2017 CAP Implementation Workshop Capacity Building Common Alerting Protocol (CAP) Implementation Workshop ( latests: Rome, 2015; Bangkok, 2016; Rome, 2017) The World Meteorological Organization (WMO) through the Public Weather Services (PWS) Programme offers expert assistance to NMHSs on how to implement the CAP standard. 91 WMO Member countries have implemented 47% 59 Implementation in progress 30% 42 still remaining 23%

WMO CAP Training Objective WMO CAP Expert provides advice and assistance to: Originate alerts in CAP format; Disseminate alerts in CAP format to the public via multiple delivery means; Share alert information in CAP format with other users.
