2 Decision 40 (EC-69) CONCEPT PAPER FOR THE DEVELOPMENT OF COMMON INTERFACES FOR SERVICE DELIVERY (CISD) Acknowledging that a common interface for service delivery which would be a one-stop-shop for service-related data products from different sources, would help NMHSs attain the objective of meeting their need to keep pace with new and evolving demands of users for real-time and intuitive access to weather and climate information using modern state-of-the-art communication means, Noting the potential to leverage the existing global platforms to contribute to the development of common interfaces for an integrated seamless service delivery, Recognizing that service delivery initiatives are implemented by the different technical programmes of WMO using varying approaches and systems which need sufficient interaction, in order to avoid difficulties in accessing services and risk of duplication of effort, Recognizing that such common interfaces would provide NMHSs with much more visibility and would support attribution of NMHSs as the providers of such services and hence strengthen the authoritative voice of NMHSs as well as enhance the number of their users and clients,

Public Authoritative Warnings Google Yahoo Amazon BA We all recognize the increasing demand for the provision of weather and climate information and as a result the increase of new entrants into the marketplace. At the same time NMHSs wish to maintain the authoritative voice. This, coupled with the internal challenges of an increasing data volume as we improve model resolution, is leading to significant technical challenges when disseminating information. We should strive for the provision of frictionless and seamless access to our collective data through a common, consistent set of interfaces. We believe as a met community we should work together to address these challenges to protect our authoritative voice and ensure that global aggregators , partners and customers get the best from us. Through the collective creation of standards that allow NMHSs to expose information in a common and consistent format, by defining and providing web services and APIs that allow programmatic access to all participating NMHSs forecast information and data Met Office DWD MeteoF NWS

This is the suite of weather and climate models that ,WMO Centers operate unique in that they cover all geospatial dimensions in what we call a seamless prediction system. the process results in a massive set of data that is the low level model outputs. Much of this data is then converted into useful information such as visualisations, graphs and plots These create knowledge for our users Upon which they can make informed decisions Standard Data Provision Met Office DWD MeteoF NWS Other NMSs

7 Positioning Service delivery within the Operational Structure of WMO
I believe a small correction needed to be made to the operational graphic shown in the Strategic Plan: We need to consider services delivery as the link between operations of WMO function-based business and various application areas. Application and services are hub for the linkages between the core business/function based business and the global societal benefits and relevant goals of UN Agendas We can consider this approach as providing the menus with variety of basic products and processing capabilities for variety of services to support various applications areas which are growing in number according to users requirements and needs (Public weather services, Agriculture, Marine, Aviation , Transportation, Health, Tourism etc.) Therefore, It might be right time to consider the further developement of a seperate service delivery area as a common capacity for service related product generation which can be utilised better by all the application areas. Application and services are hub for the linkages between the core business/function based business and the global societal benefits and relevant goals of UN Agendas

8 CISD could: Serve to enable NMHSs to easily publish data through web services using tech. compatible with mobile phones. Provide an interface to interrogate different forms of data from NMHSs. Enable user to access gridded data. Provide improved quality data.

Decides to task CBS, in coordination with other TCs, to set up a mechanism for the development of a concept paper on common interfaces for service delivery driven by data from NMHSs and emerging sources to enable users to seamlessly access weather and climate information in a way that would ensure attribution to NMHSs as providers of services; Requests CBS to present the concept paper at EC-70 for consideration for approval following which an implementation plan will be developed; Requests TCs to appoint service delivery and technical experts who would create the common interfaces in order to ensure that both science and information technology perspectives are addressed in the concept paper; Requests Members to embrace opportunities offered by new and emerging technologies and data sources, to enable their NMHSs to provide consistent and authoritative weather information and services to users through the modern communication paradigm; Requests the Secretary-General to: (1) Support the development of the concept paper on the common interfaces for service delivery; (2) Support Members’ efforts to adopt modern technologies such as weather mobile phone applications, the Common Alerting Protocol (CAP) and social media that would improve the range, quality and delivery of service

13 SO 2.1 Key Targets Guides for Urban, Costal and Polar services developed by 2020 (Secretariat) Best practices in service delivery and tools documented and shared by 2022 (Members) Guide for CISD developed by 2021 (Secretariat) Guidelines for cross-boundary impact-based forecasts and warnings by 2022 (Secretariat) Developing Framework and Implementation Plan of WMO Global Multi-Hazard Alert System (GMAS) by (Secretariat & Members) Need to update the Strategic Work Flow to meet the emerging issues such as application of AI, big data sourcing, cloud computing, PPP including Weather Enterprises , the availability and accessibility of data and products from the variety of sources, and the users’ demands such as multiple choice and guide on first choice of data and product for service and its delivery that are available . A new concept of major pillars to support the future WMO infrastructure.
