AGR Program Overview Primary regulation: ANGI 36-101, ANG AGR Program Some of the responsibilities of HRO include: Developing, managing, and oversight of AGR programs within the state Primary point of contact for communications with NGB/A1 concerning the AGR program Manage and provide oversight of AGR Controlled Grades Oversight for AGR Announcements and Selections Manage AGR Continuation Board process

Work Schedules AGR Airmen will perform a minimum of 40 hours of duty per week AGRs are required to participate in UTAs. If excused, these members must be in leave status AGRs are accessible 24 hours a day, 7 days a week and do not qualify for compensatory time UTA does not count toward 40 hour work week

AGR Tours Initial Tour: Continuation Tour / Tour Renewal: Also referred to as the Probationary period NTE 3 years, 4 years if in Aviation Bonus (AvB) Program Continuation Tour / Tour Renewal: Places the member in career status Tour can be 1 to 6 years (NTE 6 years) Cannot exceed member’s current ETS date Should not exceed AGR retirement eligibility date (20 yr. TAFMSD)

AGR Tours Occasional Tours (Temp AGR): Supports full-time requirements on UMD Not advertised, but must meet AGR accession requirements Minimum of 31 consecutive days; max length is 179 days Duty AFSC & grade on UMD must match

AGR Accessions Must meet the physical qualifications of AFI 48-123 Airmen with a Duty Limiting Condition at the time of an AGR physical package will not be deemed medically qualified Must be medically cleared by State Air Surgeon prior to start of AGR order IAW AFI 36-2905, Airmen must meet the minimum requirements for each fitness component, in addition to scoring an overall composite score of 75 or higher, for entry into the AGR program

AGR Tour Curtailment, Separation, and Retirement Voluntary Tour Curtailment: Normally must serve 24 months of current assignment before release is approved May request release from tour based on personal hardship or other valid reason through chain of command, through HRO to TAG

AGR Tour Curtailment, Separation, and Retirement Involuntary Tour Curtailment: Must have used all tools available first (OPRs/EPRs, LORs, Article 15 etc.) Initiate conversation with HRO first to determine if appropriate Notify member in writing of the proposed action and reason after HRO consultation Member has a right to appeal If appealed, the Commander must provide recommendation through HRO and Legal to DOS, ATAG and TAG

AGR Tour Curtailment, Separation, and Retirement Involuntary Release: Mission realignments, BRAC, end-strength limitations or other force management actions may cause an involuntary release from the AGR program Mandatory Separation: Officers must be separated before or upon reaching their maximum years of service Enlisted members will be separated upon reaching age 60

AGR Tour Curtailment, Separation, and Retirement AGRs may apply for a reserve retirement upon completion of 20 satisfactory years total federal military service Application for reserve retirement is submitted via the vPC-GR website. ARPC will issue retirement orders and process actions to DFAS

Sanctuary AGR Airmen who have between 18-20 years of active federal military service are in the sanctuary zone AGR officers reaching sanctuary must be retained until reaching retirement eligibility Secretary of the Air Force is final authority for separation of officers in this zone Enlisted entering sanctuary zone for regular retirement should be retained until retirement eligible; however, TAG may submit a request for involuntary separation on enlisted Airmen but approval authority is the Secretary of Defense

Leave/Passes AFI 36-3003, Military Leave Program, applies to AGR personnel Leave requests are submitted through LeaveWeb and approved by Commanders unless delegated to a level no lower than squadron section commander, deputies, or equivalents AGR members earn 2.5 days of leave every month Members may not carry forward a leave balance of more than 60 days into a new fiscal year

Off Duty Employment Commanders must ensure off-duty employment is in compliance with DoD Directive 5500.7, Standards of Conduct Commanders must also ensure off-duty employment is in compliance with TAG Policy Memorandum 14-21, Outside Employment for Active Guard Reserve (AGR) Personnel Commanders must maintain a copy of written approval for all AGR Airmen on AF Form 3902, Application for Approval for Off-Duty Employment

Reassignment Voluntary Reassignment Position must be equal to or lower than the member’s current military grade. Reassignment must not lead to overgrade, excess or promotion. Airmen who are reassigned should remain in that position for a minimum of 24 months - ** does not apply to AGR who are selected for another position.** Management Directed Reassignment (Involuntary) With HRO concurrence, commanders may elect a lateral MDR without advertising the position and without Airmen’s consent AGR Airmen who decline a MDR will be released from the AGR program no earlier than 120 days after the date they decline

Promotion Opportunity AGRs are required to compete for promotion Promotion Opportunity is limited to the authorized grade on the incumbent’s current AGR position, as reflected on the UMD Officers selected for promotion under Reserve Officer Promotion Management Act (ROPMA) can only be promoted within the State’s controlled grade ceilings

Discipline When the need arises to discipline an AGR member, the supervisor or commander should consult with HRO Memorandum for Record is not a valid form of discipline or official record of discipline Supervisors MUST document misconduct and deliver to member with the member acknowledging the discipline in form of a Counseling, Admonition, or Reprimand Fallacy: “It’s impossible to separate an AGR” Supervisors or commanders must consult with HRO before recommending separation of an AGR member AGR members are authorized military legal representation

Hiring Process HRO Remote will work with the HRO to advertise AGR positions Submit SF52 Request for Fill to HR Remote Complete all information on the form, using SF52 Sample Guide in http://www.moguard.com/Assets/Pages/72/AGR-Section.aspx?ID=72 HRO will validate selection, controlled grade ceilings, UMD requirements, and state allocations The MOANG is only allotted a certain number of controlled grade (O4 and above and E8 and E9) authorizations. When a commander wants to promote an AGR Airman to a controlled grade, the HR Remote Designee will forward the completed SF 52 to the Human Resources Office, who will coordinate with ANG State Headquarters. The selectee may not be notified of selection until HRO has approved selection

SF 52 Submission Instruction The SF52 Submission Instruction is located on the Human Resources, AGR section of the MOGUARD website (www.moguard.com) Guide contains samples of how to complete the SF 52 Submit SF 52 to HRO using: SAFE System (https://safe.amrdec.army.mil/SAFE/) Upload to: ng.mo.moarng.mbx.jfmo-hra-agr-sf-52s-only@mail.mil

AFSC Requirements The intent of the AGR program is to assess AFSC qualified individuals; however, any applicant selected who does not possess AFSC, must sign an agreement to retrain. Members must continue to progress in training to skill-level compatible with their UMD assignment. Airmen who fail to successfully complete required formal training will be removed from AGR status

Controlled Grades Congressionally mandated end-strength authorizations for SMSgt, CMSgt, Major, Lt Col & Col Assignment and promotion cannot exceed the annually established military duty end-strength or grade ceilings A member must be assigned in the UMD authorization and have a controlled grade available before promoting (a Major may be sitting in a Lt Col UMD position, but cannot be promoted until a controlled grade is available)

AGR Continuation Board (ACB) Annual Board to review members’ records for continuation in the AGR program Who is considered?: Airmen who will enter into career status (end of initial tour) and/or for continuation beyond 20 years TAFMS

ACB Purpose & Goal Provides Wing, Group, Unit Commanders, Supervisors and AGRs an opportunity to participate in retention decisions Ensures that only most capable Airmen serve Affords Airmen promotion and career development opportunities Allows force shaping based on needs of unit, State, and ANG

State Emergency Duty (SED) IAW ANGI 36-101, 7.10.2.1 “AGRs may support an ‘Immediate Response’ situation.”

PHYSICAL FITNESS Air Force Fitness standards should be maintained 365 days a year! AGRs are expected to lead by example by setting standard for others to follow Commanders are expected to execute and enforce fitness program to ensure appropriate administrative action is taken in case of non-compliance (Per TAG memorandum, 1 June 2018)
