Why give prominence, it was natural to ask, to a crude summary index that could not begin to capture much of the rich information that makes the Human Development Reports so engaging and important.”? Measuring human development Evolution of the HDI Historically, development was mostly perceived in terms of economic performance. Why per capita income? First it is an attractive single indicator for assessing economic performance. Second, it is also useful to for dividing the world into groups – rich and poor, developed and developing. Good reliable and solid data on national income accounts were available to calculate per capita income at a point of time and over time.

Measuring human development Evolution of the HDI With the introduction of the concept of HD in 1990, the development perspective underwent a fundamental change. Development is not about economic performance alone, but about people and their well-being. Therefore growth is not an end by itself, it is a means to enhancing people’s lives. New searches for measures for human well-being and various human development indices and indicators evolved. The HDI is the crown jewel of those indices.

Human development paradigm and the need for new measures Bernard Shaw: Some people see things as they are and And say ‘why’? We dream things that never were And ask `why not’? The ‘why not’ question has constantly provided the intellectual drive to search for new paradigms and new measures.

Human development paradigm and the need for new measures The concept of human development emphasized that: Development is about enlarging people’s choices. This means improving human capital formation and human resources development through nutrition, health and education. Development for the people stresses that the benefits of economic growth must be translated into lives of people. Development by the people means that people must be able to influence the process, which affects their lives. Development must be woven around people, and not people around development.

Human development paradigm and the need for new measures This changed perspective led to a fundamental difference in the way development is to be measured and monitored. The search for such measures and their evolution over time concentrated on five aspects: Identification of a single summary measure of human development – “just one number” - as Mahbubul Haq put it, “which is of the same level of vulgarity as the GNP – but a measure that is not as blind to social aspects of human lives as the GNP is.” (UNDP, 1999).

Human development paradigm and the need for new measures Construction of other composite indices amplifying the concept of human development. Disaggregation by regions, ethnicity, rural-urban divide, to enable policymakers to assess trouble spots (Acknoledged as hugely valuable by Brazil, India, China). Search for new, improved, robust and reliable data to reflect meaningful and consistent human development indicators.

The Human Development Index – a single summary measure of human development The birth of the HDI started with a tension – the measure be statistically pure, scientifically perfect and logically correct or attractive both for advocacy and policy making? In constructing the HDI, a balance has been struck–a rigorous measure, yet capable of drawing attention. 5 criteria: Simplicity Universality Attractiveness Pluralism Synthesis

The Human Development Index – a single summary measure of human development Thus: (1) The HDI is a measure of average achievement in basic human capabilities. (2) It is based on three components, indicators of longevity, educational attainment and a decent standard of living.

The Human Development Index – a single summary measure of human development A summary measure like the HDI was needed as an alternative measure of development, rivalling the GNP. In the words of Prof. Sen, “a deliberately-constructed crude measure, offered as a rival to the GNP (an overused and oversold index)”. But unfortunately, over the years, with focus on country rankings and the competition that they create, people have attributed to HDI things that it does not stand for.

The Human Development Index What it is NOT HDI is NOT: A representation of ‘happiness’ or ‘the best place on earth to live’ A comprehensive measure of all aspects of human development Like any other concept, the concept of Human development is bigger and broader than any of its measures We have to supplement the HDI with Other richer indicators of human development: the ask of the annual HDR .

The Human Development Index accounting is a house and the HDI is the door to the house.

The Human Development Index Variables: To represent the dimensions of human well-being included in the HDI, the following variables were chosen – life expectancy at birth for a long and lengthy life, educational attainment in terms of adult literacy rate and combined gross enrollment ratio at primary, secondary and tertiary level and GDP per capita (PPP$) for a decent standard of living. There are three critical issues with regard to variables: - Scaling - Weights - Treatment of income

Refinements in the methodology of the HDI over time Over the years with better understanding of issues, academic reactions, policy responses, demands from development activists, the HDI has undergone a series of methodological refinements. The major refinements are the following: Direct calculation of the HDI Educational attainment variable Maxima and minima Treatment of income

Refinements in the methodology of the HDI over time There were also attempts to generate more reliable, consistent and robust data over time. In this area also, the HDRO played a leading role. It should be stressed at this point that the National Human Development Reports (NHDRs) played a major role in becoming a good depository for innovative and disaggregated data at the country level. Without improvements in data the methodological refinements in HDI could not have been tested.

Going beyond the HDI It was recognized early on that it is a measure of average achievements in human development. It can neither reflect distributional aspect of development, particularly the issue of inequality, nor can it measure deprivational aspect of development.

Going beyond the HDI Gender-related Development Index and Gender Empowerment Measure The GDI, measures the degree of gender inequality aversion of the concerned society   Both the GDI and the GEM have been used extensively including in the Fourth World Conference of Women in Beijing in 1995. Policy makers have found them extremely relevant for formulating policies and programmes with pro-women biases.

Going beyond the HDI Human Poverty Index (HPI) For HPI-1, deprivation is measured by percentage of people born today, but are not expected to survive to age 40, adult illiteracy rate, the percentage of people lacking access to health services and safe water and percentage of children under five who are malnourished. the HPI-2, deprivation is measured by the percentage of people born today, but are not expected to survive age 60, percentage of adults functionally illiterate, income poverty incidence and by long-term unemployment.

Provided a single measure of the multidimensionality of poverty. Going beyond the HDI Human Poverty Index (HPI) HPI 1: Provided a single measure of the multidimensionality of poverty. Effective in showing the distribution of the average achievements of human development, as reflected in the HDI. Provided recognition to the fact that poverty is not only a southern phenomenon, it is very much a northern problem as well. HPI-2: A high human development does not automatically imply low levels of human deprivation.
