Transition to the LTMS “40/40/20 Plan” Began in 2001 In-Bay Disposal: * Historically, there was about 6 million cy of dredging annually in San Francisco Bay, and over 80% was dumped back into the Bay. With publication of our programmatic EIS in 1998, and our Management Plan in 2001, maximum in-Bay disposal was immediately cut in half. From there we began a Transition Period toward our long-term goal of only about 1 million cy per year dumped in-Bay. This plan became know as the 40-40-20 Plan because it called for 40% going to beneficial re-use, 40% to the ocean site well offshore, and only 20% continuing to be dumped at in-Bay sites. But for this to happen, alternatives to in-Bay disposal have to be available and practicable for dredgers to use. The SF-DODS is available now, and even though it is much more expensive than in-Bay disposal, it is practicable for some users. What has to happen for us to be able to fully meet the decreasing targets over time, is that upland or wetland beneficial re-use sites must come on line, and be practicable for enough dredgers to use. As you’ll hear more later today and tomorrow, much effort is going in to making this happen. But I’m here to tell you that it WON’T happen adequately, without 3 things: an ongoing spirit of partnership and cooperation; continued local support for funding to help make re-use practicable for as many dredgers as possible; and – this is where we need the NDT to get active - adequate resources for the agencies to continue to do their jobs. The high re-use percentage in 2000 mainly reflects a single major civil works project that was being completed. In 2004 and 2005 the re-use numbers should be much higher again as the Port of Oakland 50-foot deepening project has started construction (100% of that 12-million yard project is slated for re-use over several years). 50% 25% 18% 14% 11% 34%
