Two years into the program we continue to work with the WWF Indonesia to convince our long line producers to implement cirlce hooks. Not Easy!
Problems - Market The best way to convince a fisherman to change is to offer and economic incentive but as mentioned yesterday, tuna to the EU and USA are secondary markets for long line producers. Alternative markets are not demanding. Japan! We can talk all we want but, until Japan requires circle hooks we do not have the economic incentive.
Problems - Technical The switch to circle hooks on a live bait fishery is very difficult. Easy in Japan or USA where dead bait is the norm.
Improved Governance As mentioned yesterday there are no regulations for long line vessels. Also there is little real data on by-catch, only what is landed. Observer requirement by KKP would be a great first step. Use the data to determine the need and hence create regulations
