Capacity building programme on transnationality in ESF calls for propposals Brussels, 7-8 November 2016

Meeting agenda – Day 1 10:05-10:25 Warm-up Each participant sketches their ideal result from a transnational project (one they’ve experienced, or one they hope for) 10:25-12:15 Step 1: Added value of transnational calls: Short introduction (5’) Tour de table: How does your country implement / intend to implement transnational calls? (60’) Panel: exchange of experience from the first coordinated call between Sweden, Finland, Poland and Belgium (45’) 12:15-13:00 Lunch (canteen) 13:00-15:00 Step 2: Institutional capacity – how to make TNC happen: Short introduction Example of Finnish way of organising implementation of the calls Discussion in groups of 6 people (questions in seminar manual p.6) Remaining questions to be asked to all MS in the plenary 15:00-15:15 Coffee break 15:15-16:45 Step 3: Setting priorities: Flemish approach to the calls vs Swedish approach Discussion in groups of 6 people (questions in seminar manual p.8) Reporting back to the plenary about participants’ priorities and views on more or less specific priorities Q&A 16:45-17:15 Step 5: Partner search: 2

Step 1 Added value of transnational calls TN Calls Projects Impact

IMPLEMENTATION OF TRANSNATIONAL PROJECTS WITHIN ESF Common Framework Themes/sub-themes Timetable Easier partner search Available TN meetings and online platorm with partner-search database Flexible approach Individually chosen themes No synchronized timetable with other MSs Available TN meetings and online platorm with partner-search database

QUESTION How does your country implement/intend to implement transnational calls?

Step 2 Institutional capacity Special priority axis for TNC in the OP Different national OPs Through regional OPs Horizontally = no TNC

Step 3 Setting priorities in co-ordinated calls National/ regional National/regional policies and plans EU Common ESF themes EU/national /regional Sub-themes and other specifications (voluntary)

GOVERNANCE & PUBLIC ADMINISTRATION EMPLOYMENT SOCIAL ECONOMY YOUTH EMPLOYMENT INCLUSION LEARNING & SKILLS MIGRANTS GOVERNANCE & PUBLIC ADMINISTRATION

TIMETABLE - COORIDNATED CALLS 2018 From…………………. until ………………… MSs agree on (sub)themes and specific parameters ……………………. 2018 Launching transnational calls/coordinated calls within MSs. ……………………..2018 Project promoters develop projects and build partnerships (i.e with use of partner search database). Transnational Cooperation Agreements are signed. ……………............ 2018 Project submission deadline

Step 5 Partner search - Partner search database - Partner search fora - Other actions? Potential barriers: - Language - Capacity (time/people) - Lack of budget

POSSIBLE CONFIGURATIONS FOR TRANSNATIONAL PARTNERSHIPS All partners are in the same theme in a co-ordinated call Cross-theme partnerships in co-ordinated call Partnerships involving some projects using ‘flexible approach’ calls Minor transnational activity within all national calls (e.g. SE & PL allow this) Partnerships with non-ESF-funded partners (e.g. funded by other ESIFs, Erasmus+, DG RTD, UNDP or own funding) POSSIBLE CONFIGURATIONS FOR TRANSNATIONAL PARTNERSHIPS

Two-step procedure implemented i.e. in Flanders Information sessions for potential beneficiaries on national/regional/local level Cooperating between MSs – agreeing a common budget (for instance from ESF technical assistance) to organise together a physical partner search forum SOME IDEAS..

Designing transnational calls Step 4 Design Designing transnational calls CF (general terms of reference - ToR/framework for the calls, TN, online platform). EU-level ESF Transnational Platform serves ONLY as facilitator for transnational activities, it issues recommendations, IT DOES NOT HAVE A MANDATE TO INTERFERE IN THE PROCESS OF DESIGNING CALLS IN MSs. MS launch their transnational calls in one or more themes from the CF in the agreed timeframe incorporating the general ToR in their own way according to their national rules and regulatiorns. MSs are free to launch transnational calls in the themes of their choice and are not bound by any common commitments. CF Flexible approach EU level national / regional level

The transnational call should include: Aim of the call and theme Amount of financing, timeframe National/regional-specific requirements for projects (qualitative and quantitative) Requirements regarding transnational actions Transnational Cooperation Agreement (TCA) template The transnational call should include:

Question 1: How can the subthemes be defined? Is it better to specify the subthemes for the call or leave it open? Question 2: How to agree on the common timeframe? How far in advance do we need to set the deadline? Shall we specify the duration of the projects? Question 3: What main outputs and outcomes are expected from Swedish and Polish calls? What would you expect from this call in your country? Question 4 - Eligibility of costs of transnational actions: What are the difficult issues? Can we establish simplified costs options for certain types of activities, e.g. internships, flat-rate for travel and/or stay abroad (which would also require setting up standards)? Question 5 - Social innovations: What is your attitude to social innovations? Do you want to incentivise it? How would you measure it?

Step 6 Transnational cooperation agreement

DISCUSSION IN GROUPS QUESTIONS: - Is the template suitable for you? - What changes would you like to see? - Can we simplify this format?

Step 7 Assessment of projects Discussion points: What aspects of projects should be assessed (e.g. relevance, feasibility, sustainability, innovation etc.)? How to assess added value of transnationality? How to assess the credibility of the transnational partner? How should projects be monitored (quality? spending?) How do you do final evaluations?

Step 8 Proposals for better planning of 2018 coordinated call Early commitment from MSs to TN calls Calls/projects/impact working group Idea-jam Information meetings with project promoters National shadow networks
