2 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 2 Legal basis: Council Regulation (EC) No 1083/2006 Art. 69 The Member State and the Managing Authority (MA) for the Operational Programme (OP) to provide information on and publicise co-financed programmes and operations. MA for the OP is responsible for the publicity in accordance with the implementing regulation.

The MA send the Communication Plan (CP) to the Commission within 4 months of the adoption of the OP. Observations from COM within 2 months > revised version to COM.

8 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 8 No observations from COM within 2 months > CP considered compatible with the requirements and implemented. Important: The MA shall start the info activities even in the absence of the final version of the CP. Examination of compatibility (2)

9 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 9 Info to potential beneficiaries (art 5 of 1828/2006) MA to ensure that : the information on the financing opportunities offered jointly by the Community and the Member States through the OP… is disseminated widely and is made available to all interested applicants. MA uses relevant circles to relay information.

12 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 12 Info for beneficiaries (art 6 of 1828/2006) MA makes sure the beneficiaries are informed that acceptance of funding is also an acceptance of their inclusion in the list of beneficiaries to be published. This list of beneficiaries will include also the name of the operation + the amount of public funding allocated to the operation.

13 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 13 Info for general public (MA) “aiming at the widest possible media coverage” Minimum requirements: A major launch event for the OP (even in the absence of the final version of the plan) a major information activity per year, presenting the achievements of the OP the publication of the list of beneficiaries flying the European flag in front of the MA’s premises for one week starting 9 of May.

Plaques, billboards as defined in art 8.9 of 1828/2006

15 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 15 Network (art 10 of 1828/2006) I&P contact person to be nominated by the MA for each OP, the Commission to be informed. COM to set up and coordinate network of contact persons to ensure exchange of good practice and experience concerning the implementation of the communication plan.

16 Regional Policy – Information and Communication EUROPEAN COMMISSION EN A new partnership for Cohesion Publicity for Cohesion Policy 16 Monitoring of the communication plan Communication plan and its implementation to be presented to the MC; regular reporting Annual reports and the final report to include:  examples of information activities;  arrangements for the publication of the list of beneficiaries including the internet address;  major amendments to the communication plan. Evaluation included in 2010 annual report and in the final report.

An indicative presentation of communication activities and the responsible bodies is required also in the OP. Reference to the future communication plan alone is not sufficient! Launching event for many OPs already before the submission of the I&P Plan. Inform the COM about it! (and Inforegio, Interact web pages)
