DNV SeaSkill is focusing on the Shipowners/managers’ Competence Management System by addressing the following key issues: Competence Management of Seafarers and Key Shore-Based Personnel, resulting in Competence beyond Compliance: How to translate Business Goals into Business and Quality Objectives? What are the essential characteristics of effective Business Objectives & KPIs? What competences are needed to meet the company Business and Quality Objectives? What is the systematic approach to identify such competences? What is the systematic approach to Root Cause Analysis with particular reference to human competence? How do the company sustain such competence on continuous and continual basis? What is the systematic approach to Education and Training that meets the needs of Company Business Objectives on continuous and continual basis? What is the systematic approach to assess the effectiveness of Education and Training in terms of Economy, Efficiency, and Effectiveness? Competent Employees for Safe and Efficient Operation Electrical Officers & Engineers Superintendents LNG Cargo Operators Core principles for DNV competence standards Listen to the Industry The Standards are defined by Committees of Experts from the Industry Quality Standards enable training providers to develop tailored courses which will be certified, monitored and improved Structure Standards enable people to combine courses leading to a recognized DNV certificate of competence. Standards enable training providers to co-operate and offer total solutions for competence building, independent of geographical location. Measurable results Competence standards will allow us to measure competence, certify and rate individuals. Competence Management Standards will improve companies ability to reach their goals, through systematic management of its main resource: Competent employees For instance the DNV Competence Standard for Electrical Officers and Engineers are the first international standard on the subject. Reference is made to the fire onboard the cruise ship Statendam and the report from the Transportation Safety Board of Canada (TSB). TSB said then it was concerned that neither the IMO nor the international shipping community “have specified internationally applicable minimum standards of competency or knowledge for ship's electrical officers.” 18 September 2018

Test Method Questions, exercises & answers Test Centres and/or Personnel Certification and Competency Assessments For building training courses DNV Competence Standards Ships’ Superintendents Shipboard LNG Cargo Operators Ships’ Electrical officers & engineers DNV Container Express Dangerous Goods STCW Basic Safety for Seafarers STCW full scope Deck and Engine Soft skills / Leadership for officers Etc. For building training Courses against DNV Standards The Competence standard is being used for verifying the course content. In addition the DNV Standard for Certification of Learning Programmes 3.201 is being used to ensure the course is structured and designed in a proper way and that competence of instructors are adequate and also that the required equipment are available. Personnel Certification and Competency Assessments DNV has a defined the test methods in the Competency standards and has validated an extensive database of relevant Questions, Exercises & Answers for running exams globally. DNV has approved test centres on a global basis ready to conduct the examinations for Personnel Certification and/or Competency Assessments. 18 September 2018
