2 Background for initiating the work From the discussion on GBS: – OCIMF (MSC 77/2/4) – “a Newbuilding Survey Program (NSP) be developed, with the purpose of establishing transparent survey and inspection guidelines and requirements for all vessels under construction”. – IACS, Bahamas, Greece (MSC 78/6/2) – “The ship construction quality procedures should include specifications for material manufacturing, assembling, joining and welding procedures, steel surface preparation and coating. IMO MEPC 49 – Bahamas (on the topic of CAS): – lack of new building survey requirements – the need to have them developed to match the ESP requirements in resolution A.744(18) for existing ships. 3 Recognising responsibilities Class’ responsibility to verify that ships are in accordance with the relevant Rule and Statutory requirements as part of the certification process during the new building phase, by ensuring clear, comprehensive and consistent application of classification rules and statutory requirements at the shipyards and their sub-contractors. Nothing removes the responsibility from the shipbuilder to ensure and demonstrate that a satisfactory level of quality has been achieved. Assumes that shipbuilder has the primary contractual responsibility to ensure that ships are built to meet the functional requirements and safety objectives of the Rule & Regulations and that it is the role of the classification society to verify this through survey which supposes that the shipbuilder will bring to the attention of the classification society any deviations from the rules and statutory requirements found during construction. 4 Initial IACS work In response IACS established AHG/New Construction Survey Requirements – Chair – LR, Members: ABS, BV, CCS, DNV, GL, KR, NK, RINA, RS – Target: to deliver the draft Unified Requirement to the General Policy Group in November 2004 Presented at Tripartite in November 2004. Discussed at IACS Council in December 2004 where it was noted that the IMO GBS will require a “robust” set of prescriptive rules. Revised TOR discussed to reflect Council’s discussions. 5 Initial IACS work (Cont/…) Due to changes in the working allocations within IACS, the revised TOR were given to an Expert Group (EG/NCSR). EG/NCSR were advised that the draft UR had to be designed to meet IACS’ response to EU expectations, “.. To amalgamate the highest standards of the individual IACS Members into a new IACS Unified Requirement”. Redrafted UR submitted to IACS Council at the end of September 2005 and is presently under discussion. 6 IACS EG/NCSR Objectives: Develop comprehensive Unified Requirements for surveys, focusing on hull structures, as part of the classification and statutory certification process of a new building to verify that ships comply with the relevant Rules and Regulations (i.e. before being put into service for the first time).. Establish a link between the classification and statutory surveys (where delegation applies), the developed URs and draft goal based standards being developed at the IMO, aiming at ensuring the clear, comprehensive and consistent application of classification rules and relevant statutory requirements, including UIs, at the shipyards and their sub-contractors. 7 IACS EG/NCSR (Cont/..) Objectives: With reference to the draft UR developed by AHG/NCSR, ensure that a more comprehensive and more robust UR, meeting the expectations of industry (i.e. shipbuilders and shipowners) and flag Administrations, is developed. In order to meet these expectations the new UR shall ensure that all survey items contained in individual Members’ Rules and the relevant statutory requirements are covered. 8 Scope… 1.The scope of work for developing this UR should include the following main activities: - a)whilst appreciating the importance of materials and equipment used for ship construction and their inspection at works, their inclusion into this UR can be delayed until consensus has been achieved for the ship’s structure. b)examination of parts of the ship covered by classification rules for hull structures, to obtain appropriate evidence that assure they have been built in compliance with the classification rules taking account of the relevant approved drawings c)appraisal of the manufacturing, construction, control and qualification procedures, including welding consumables, weld connections and assemblies, with indication of relevant approval tests Quality control on new buildings - Role and authority of Class Tripartite Discussions - 31/10/05 to 01/11/05, Beijing

9 Scope (Cont/..) d)witnessing shipyard inspections, tests and trials as required in the classification rules for materials used for ship construction, welding and assembling, specifying the items to be examined and/or tested and how (e.g. by hydrostatic, hose or leak testing or NDT, or measurement of dimensions, verification of geometry, etc.) and by whom e)specific lists and definition of appropriate evidence to be prepared and given to the surveyor f)utilization of URs, UIs, PRs and Recommendations which are available for this task Quality control on new buildings - Role and authority of Class Tripartite Discussions - 31/10/05 to 01/11/05, Beijing

10 Scope (Cont/..) 2.Establish a link between the classification and statutory surveys, the developed URs and draft goal based standards being developed at the IMO, aiming at ensuring consistency in the application of standards at the shipyards. Address concerns expressed by Industry (MSC 77/2/4). 3.Carry out a review of Members’ practices with a view to achieving a robust working practice of the Society classing the vessel, the shipyard and its subcontractors compatible with the expectations of Industry 4.Review the current practice of Members in the use of surveyors in the shipyards. Recommend amendments to PR 7, if deemed necessary, addressing aspects related to training and qualification of surveyors involved in the process of verification of compliance under the UR referred to in paragraph 2 above. Report the outcome to GPG by 1 August 2005, with a view to GPG obtaining review by Survey Panel in time for consideration of the UR by GPG at GPG 59 (4-6 Oct 05). (Subsequently decided to report directly to Council, which occurred at the end of September 2005).
