SYSTEM AND COMMUNITY ENGAGEMENT WELCOME SYSTEM AND COMMUNITY ENGAGEMENT

MOTIVATION TO UNDERSTANDING OUR SYSTEM What was our motivation for looking at our system? Jail feasibility study. We have an outdated, dilapidated jail We need more capacity 32 year old Federal Court order This is just a simple capital project, do we have the money and how many more beds do we need? Or is it?

45% of the individuals booked fail to appear in Court 6% of individuals make up 23% of the jails bookings Many have been or are current clients of the behavioral health system. Individuals with lowest median household income are 600% more likely to be booked in than their counterparts. Are individuals arrested unmotivated or ignoring their Court obligations? Through technical assistance provided by the National Institute of Corrections (NIC) we identified the primary drivers of the jail population and FTA rates.

PRIMARY DRIVERS Charge: as opposed to risk based pretrial release recommendations, our pre trial recommendations were charge based. Financial Instability and the absence of reliable transportation for our low- income and minority families Inability to post bonds (Socio-economic) Inability to meet conditions of pre-trial (Socio-economic, child care, transportation)

COMMUNITY INVOLVEMENT Does the Communities opinion matter? Community was a part of the entire process, as we looked at Reform Grass Root Efforts Bi-weekly meetings for 6-9 months Community planning mirrored the planning team and leadership Consistency in the process lead to improved trust Out of these meetings The Community Plan was developed which was an intrical part of the process.

Do you think the time you received in jail for the crime you committed was appropriate?

Do you know how to get your record expunged?

Have you felt like a helping professional (e. g Have you felt like a helping professional (e.g. social worker, counselor, probation officer, nurse, case manager etc…) has judged you negatively?

Is it a good idea to allow more people who have committed a nonviolent offense out of jail while they are awaiting trial?

Providing gang members opportunities to change their lives, and in exchange they agree not to engage in gun violence would be a good idea?

Operation Peacemaker Experts Experience in Criminal Justice System Has not been empirically evaluated by an outside source or credible method (Dr. Johnson – UT) Would cause problems politically. Very little research on the approach. It’s been criticized by both the system, people on left, and communities of color (Dr. Jenkins – Missouri) 97% reported a gang response is needed

Developing a center where those with mental health & substance abuse problems, and where some people who have committed non-violent offenses could go to receive help instead of jail would be a good idea?
