Total county population increased by 95.9% from 1990 to 2010 (a total increase of 103,319). Total county population is projected to increase by 37.1% from 2010 to 2030 (a total increase of 78,348). Projected population growth uses the Medium Series 2012 to 2050 population projections completed in 12/07/2012 by the Arizona Office of Employment and Population Statistics.

The Crime Rate peaked at 38 per 1,000 population in 2004. The Arrest Rate decreased by 37.2% overall during the 11-year period from 2004 to 2014. In 2014, Part I Property Offenses represented the highest percentage (13%) of arrests, followed by Drug Abuse Violations and Simple Assault at 10% each. The All Other Offenses category includes all of the other Part II offenses (91% falls under the "All Other, Except Traffic" offense classification). Disorderly Conduct, Vandalism, Drug Abuse Violations, DUI and Liquor Law Offenses combined account for 35% of all arrests. Criminal Justice System Assessment

The total percentage decrease in Criminal Case Filings during the 12-year period was 18.2%; actual number decrease was 452. Between FY13/14 and FY14/15 there was a 11% increase in Criminal Case Filings. Criminal Case Filings peaked at 3,092 in FY06/07, while dispositions peaked at 3,008 in FY07/08. 11 Jail Planning Services – Yavapai County, Arizona I 11 Criminal Justice System Assessment Superior Court Trends Treatment Courts The program takes approximately 1½ years to complete. All of the participants are high-risk, high- need offenders who would be in jail or prison. The recidivism rate for graduates is extremely low, with a 91% success rate 3-years after graduation (defined as no felony convictions). Yavapai County also has Mental Health and Family Treatment Courts.

The total percentage decrease in Limited Jurisdictions Criminal Filings during the 10-year period was 19.7%; actual number decrease was 4,810. The total percentage increase in Felonies Filed during the 15-year period was 23.2%; actual number increase was 370. The total number of Felonies Filed peaked at 3,098 in 2007. There are no front and pre-changing diversion or deferred prosecution programs operated by the County Attorney’s Office. The total percentage increase in Public Defender Cases during the 5-year period was 28.6%; actual number increase was 749. Total Public Defender Cases peaked at 3,366 in FY14/15. The Probation report format changed several times prior to FY08/09, and therefore trends prior to that timeframe are not reliable or consistent. 20 Jail Planning Services – Yavapai County, Arizona I 20 Jail Population Profile  Based on a snapshot profile of the inmate population, 73% of the population is in pretrial status, and 26% are County or State sentenced inmates.  Over 40% of inmate population has been in jail for over 60 days, with nearly a third of the population in jail for over 100 days.  Based on all offenses of the inmate population on November 4, 2015, drug, DUI and property offenses combined account for 30% of all offenses. 21 Jail Planning Services – Yavapai County, Arizona I 21 Jail Population Profile  Based on a one day snapshot of the jail population, 60% of the population had no bond set, and 15% of the population had bonds set at less than $5,000.  A further analysis of the inmate population with no bond set reveals that 20% of the total inmate population is in jail for violation of probation, 25% of the population is sentenced, and 15% of the population is in jail for high level charges with no bond set. 24 Jail Planning Services – Yavapai County, Arizona I 24 Summary System Assessment Criminal Justice System Assessment Yavapai County population grew by 96% between 1990 and 2010. Projected population in the County is forecast to grow by 37% over the next 20 years, or roughly a third of the rate it grew in the previous 20 years. Most of the measures that would typically impact on jail population (crime, arrest, and court filings) have decreased over the past ten years. The vast majority of reported crime, arrests and court filings are for misdemeanor offenses, which includes many drug abuse violations, a substantial percentage of DUI and liquor law offenses, and other relatively minor offenses such as disorderly conduct, minor vandalism, traffic offenses, and minor property offenses. In Superior Court 42% of all new filings in FY14/15 were for drug offenses. Probation caseloads have decreased in the past five fiscal years. However, probation revocation in Yavapai County increased by 42% in the last two years and is now substantially above the statewide average. In the absence of alternative sanctions, increased revocations can lead to an increase in the jail population. In addition, probation violation cases handled by the Public Defender increased by 68% between FY10/11 and FY14/15. There are very few alternatives to incarceration in Yavapai County. There are no pre-charging or pre-trial diversion programs, and the court supervised treatment programs currently in use occur at the “back end” (post-adjudication) rather than at the “front end” (pre-adjudication). Current treatment courts include mental health, substance abuse, DUI and Family Treatment Courts.

25 Jail Planning Services – Yavapai County, Arizona I 25 Summary System Assessment (continued) Criminal Justice System Assessment A pilot program to screen jail inmates for pre-trial release was just implemented in Prescott. However, there is no comprehensive pre-trial release screening conducted as part of the jail intake process. Nationally, diversion programs are being implemented at all stages of the criminal justice process to reduce populations in custody and improve public safety by connecting defendants to treatment and other programs to reduce criminal activity. Although the County contracted with the US Marshall’s Office for jail bed capacity between 2009 and 2014, there has been only one USMO inmate admission in 2015. At the peak of contracting (2011) the USMO inmate population averaged 110 inmates at the Camp Verde Jail. The average daily population of Yavapai County inmates (no USMO contracts) has consistently averaged 450 to 500 inmates per year since 2010. Average monthly admissions of Yavapai County inmates grew by 1.9% per year between 2010 and 2015, while average length of stay grew by only.4% during the same time frame. The jail population profile shows that 80% of the population is male, 91% of the population is white, 57% are between the ages of 24 to 44, 73% are in pretrial status, and 20% are in for violation of probation.
