3 PRETRIAL JUSTICE Pretrial services agencies perform two critical functions in support of pretrial justice. They provide necessary information for judicial officers to assist in making the most appropriate pretrial release and detention decisions as well as provide monitoring and supervision of defendants released with conditions pending trial. Currently, more than half of the highest-risk defendants are getting released pretrial WITHOUT supervision or monitoring – threat to LE and the Community The cost to the community to house low risk defendants in the county jail is immense Who conducts Pretrial Justice? 38% in Misdemeanor Probation Nationwide Courts, Contract, Sheriff’s Office Idaho -18 Counties Conduct Pretrial Services

Initial Meeting September Membership Vision: A criminal justice system where every pretrial incarceration decision is well informed and considers available evidence and relevant data to improve community safety and provides people the opportunity to succeed. Accomplishments Stakeholder Education Review Current Idaho Practices Risk Assessments, Citations in Lieu of Arrest, Monitoring, Preventive Detention, Defense at Arraignment, Prosecution Screening, and Data Collection AG- Preventive Detention National Experts at Judiciary Conferences-National Experts (NCSC, District of Columbia, Pretrial Justice Institute)

6 Forward steps Validated Risk Assessment Odyssey-Pretrial Module
The pretrial risk assessment should be empirically based and locally validated to be predictive of failure to appear in court and re-arrest while on pretrial status. In addition to assessments to determine pretrial release, specialized assessments such as domestic violence, substance abuse, and mental health evaluations can assist in the release and supervision decision. Cost effective and easy to administer Odyssey-Pretrial Module Further Vetting: Preventive Detention Continued educational outreach Risk Assessments
